Professional Capacity Building Methods and Providers Purpose – to provide the knowledge and technology transfer required by a multi-modal workforce in support of effective operations programs

Credit / Certificates Continuing Education Units (CEUs) Certified under IACET guidelines Requirements for instructions including defined learning objectives Assessment of learners based on learning objectives Professional Development Hours (PDHs) Number of contact hours of exposure to instruction Certificates -- provided to a person when they have completed a sequence of courses (x within a year). [Example: CITE has bundled courses to provide students with certificates in ITS Project Management, ITS Systems and Traffic Engineering & Operations.]

Delivery Mechanism and Providers In today’s time constrained restricted resource environment, multiple organizations (NTOC, ITE, ITS-JPO, FHWA, local gov’ts and MPOs) have identified the following opportunities: Partnerships between organizations New delivery methods User determination of own development needs User more frequently seeking own answers Networking as a method to improve competence Organization to organization exchange (public or private)

Instructor-Led Methods Webinar (web seminar) Interactive net meetings where subject matter experts (SME) present best practices and lessons learned. webinars draw SMEs from academia and research, private industry, and public- sector transportation agencies. Instructor-Led Methods Local Technical Assistance For local counties, parishes, townships, cities and towns to improve their roads and bridges Provides training programs, an information clearinghouse, new and existing technology updates, personalized technical assistance and newsletters. Examples LTAP and TTAP MPOs or Counties to local agencies

Blended Learning Courses combine instructor-led and on-line instruction. They can offer live discussions with an instructor through conference calls, interaction with other students, convenient on-line course materials, and a specific time frame to complete the course. Peer Group Approaches Peer-to-Peer -The program quickly connects volunteers with expertise in specific area of practice with professionals who need guidance on technical issues Peer reviews – Outside independent panel comes to an agency to review with stakeholders practices, policies, processes and programs. Typically concluded with report and presentation that shares places for improvement and best practices. Examples Peer-to-Peer Program (ITS, MUTCD, etc) FHWA Resource Center ITE – Intelligent Traffic Signal Operations Comm. (PtP) FHWA – Traffic signal program reviews ITE – Peer reviews ITS Help Line
