CED Application Reviewer Training Module Outline Module 7 includes: – The basis for scoring the Bonus Points criteria – Guidance on evaluating each Bonus Points criterion Elimination of a Food Desert Collaborating with Other HFFI Agencies and Programs States and Trust Territories Without Active Projects – Direction on how to score these criteria – Quiz questions to gauge what you’ve learned

7.1: ELIMINATION OF A FOOD DESERT CED Application Reviewer Training

Bonus Points – Elimination of a Food Desert Basis for scoring: The extent to which the proposed project addresses the lack of access to healthy, nutritious food options; identifies the community as a food desert; and demonstrates how the project will address a food desert need (i.e. greater community access to fresh, affordable, nutritious food; improved food infrastructure to facilitate access; enhanced supply chain; etc.) – 10 points possible – Discussed on p. 45 of FOA

CED Application Reviewer Training Bonus Points – Elimination of a Food Desert Section FOA Evaluation Criteria Criterion is Fully Met if the Application… 1 Proposed project addresses the lack of access to healthy, nutritious food options; identifies the community as a food; and demonstrates how the project will address a food desert need. –Illustrates lack of access to healthy food options –Indicates patterns of non-healthy food consumption –Indicates poor health of community residents (e.g. obesity, type 2 diabetes, etc.) –Demonstrates a high concentration of persons participating in food assistance programs (SNAP, WIC, school lunch programs)

Bonus Points – Collaborating with Other HFFI Agencies and Programs Basis for scoring: The extent to which the application demonstrates evidence that the proposed healthy food access project is either: benefitting directly from funding focused on healthy food access from specified Federal programs; or collaborating with a project that is benefitting directly from funding focused on healthy food access from specified Federal programs. – 5 points possible – Discussed on p. 45 – 46 of FOA

CED Application Reviewer Training Bonus Points – Collaborating with Other HFFI Agencies and Programs Section FOA Evaluation Criteria Criterion is Fully Met if the Application… 1 Project is directly benefitting from or collaborating with other programs or funding streams identified as participating in the HFFI and certain additional Federal programs. Includes evidence of directly benefitting from or collaborating with other HFFI participating programs or other federal programs listed in the FOA —Community Development Financial Institutions program —New Markets Tax Credit program —Business and Industry Loan Guarantee program

CED Application Reviewer Training Bonus Points – Collaborating with Other HFFI Agencies and Programs Section FOA Evaluation Criteria Criterion is Fully Met if the Application… 1(cont) Project is directly benefitting from or collaborating with other programs or funding streams identified as participating in the HFFI and certain additional Federal programs. Evidence may be either a copy of an award document from the awarding agency if the applicant is the awardee or a signed letter from a partner organization that is the awardee stating how the award will be used to collaborate with the CED applicant's proposed healthy food access project

CED Application Reviewer Training Bonus Points – Collaborating with Other HFFI Agencies and Programs Narrative question: Does the application show that the project benefits directly from or is collaborating with other HFFI programs or other federal programs listed in the FOA?

CED Application Reviewer Training Bonus Points – Collaborating with Other HFFI Agencies and Programs Points Available: Scoring Guidelines : – 0 points = The proposed project does not directly benefit from or involve collaboration with other HFFI funding streams – 5 points = The proposed project will directly benefit from or involve collaboration with other HFFI funding streams or qualifying programs – Please note: The full range of points cannot be used to score this criterion. Minimum 0 Maximum 5

Bonus Points – States and Trust Territories Without Active Grants Basis for scoring: Whether the proposed project will be located in one of the States or Trust Territories that do not have active CED projects. – 5 points possible – Discussed on p. 46 of FOA

CED Application Reviewer Training Bonus Points – States and Trust Territories Without Active Grants Section FOA Evaluation Criteria Criterion is Fully Met if the Application… 1 Proposed project will be located in a State or Trust Territory that does not have active CED grant –The application shows that any part of the proposed project is located in one of the specified areas
