Plan to build NPP in 10 years A lot of DSRS: assumption: 10,000 units solid waste 500 m 3 liquid waste RR in operation RWM – storage at the waste generators No repository Regulatory body exists No specific RWM regulations THE SCENARIO
3
1.Legislative framework Act Regulations (No specific regulation for RWM) No Policy 2.Organizational structure Ministry of Environmental Protection Ministry of Science & Technology Ministry of Energy No implementer 3.Independent Regulatory body i. Analysis of the current status of the national SNF/RWM infrastructure
4
4. Inventory DSRS Solid and liquid wastes 5. Radioactive Waste Management Centre No Only interim storage at the waste generation facilities No treatment facilities No Disposal facility i. Analysis of the current status of the national SNF/RWM infrastructure
5
To build treatment facility (same site with the Central Storage Facility) Conditioning (eg. Compaction, cementation etc) To build central storage facility To store RW after the conditioning prior to disposal To store SNF prior to disposal To build Disposal facility SNF: Return back to the supplier/ deep geological disposal RW: Solid wastes (DSRS) – Return back to the supplier/ Borehole disposal Liquid wastes (LLW-SL) - delay and decay Decommissioning of the RR ii. Specification of the desired end-points for sustainable SNF/RWM

Action to be takenEntities responsibleTimeframe To improve the legislative infrastructure (including NPP) Government/ Parliament 1 year To establish RWM Regulations according to IAEA standards Regulatory body2 years To assign the implementerMinistry of Energy1 year To form Technical support organization (TSO) Government1 year To establish facilities (eg. Treatment facility, central storage, disposal facility) Assigned Implementer >3 years To establish RWM funding organization and the national fund Government and waste generators 1 year iii. Recommendations for improvements

Action to be takenEntities responsibleTimeframe Education and training for the staffs (especially for the NPP) -Qualified staff for the NPP -Radiation protection officer/ engineer Operator2 years International Obligations (Convention/ Agrement/ Treaty etc) -Responsibility Government Regulatory Body 2 years Preparation for NPP -Whole cycle (from siting to decommissioning, eg. Site selection process etc) -Regulations -Resources (Human, financial etc) Government Implementer Regulatory body >5 years iii. Recommendations for improvements

Policy ElementPolicy StatementJustification Responsibilities - Government - Regulator - Operator Government will -establish the legislative and regulatory framework regarding the safe management of radioactive waste and SNF -appoint a regulatory body to enforce the legislation and regulations, issue licences -establish a national waste management organization responsible for the management of radioactive waste in the country (collection, processing, storage & disposal) -To clarify the role and responsibilities of each entity for the safe management of RW and SNF Resources -Human -Financial -Technical -The government will establish arrangements for providing the resources (financial, technical and human) to sustain the waste management organization and the regulatory body -Competence and sufficient resources -To preserve the fund in the future Safety principles objectives -Human & environment -Future generation -Transboundary effects -The licence holders of facilities generating radioactive waste will be responsible for the safe management of radioactive waste, until the waste is accepted by the waste management organization. - To protect the people and the environment, and the future generation iv. Recommended policy and strategies for the country v. justification for recommendations
9
Policy ElementPolicy StatementJustification SecurityThe licence holders of facilities generating radioactive waste will be responsible for the security of radioactive waste, until the waste is accepted by the waste management organization. -To prevent theft, lost and sabotage Waste minimizationThe licence holders of facilities generating radioactive waste will adopt measures for minimizing the generation of radioactive waste -Economic and social factors -Safety of the people and the environment Export/ ImportRadioactive waste will not be imported or exported unless approved by the government -International obligations -Safety and security purposes SF ManagementThe government (or the relevant ministry) will arrange the return of spent nuclear fuel from the research reactor to the country of its origin -International obligations -Safety and security purposes iv. Recommended policy and strategies for the country v. justification for recommendations
10
Policy ElementPolicy StatementJustification RWM -Predisposal -Disposal The waste management organization will prepare a strategy detailing arrangements for the long term management of radioactive waste for approval by the government - Safety of the people and the environment DSRS -Repatriation -Predisposal -Disposal The government will approve the import of sealed radioactive sources only on condition that they are accepted for disposal at the end of their useful lives by the supplier -International obligations -Safety and security purpose Public Information and participation All radioactive waste management activities will be conducted in an open and transparent manner, and the public will have access to information regarding waste management where this does not infringe upon national laws, security and defense - Openness and transparent Other issues - Orphan sources The waste management organization will be responsible for the safe management of radioactive waste, including disused radioactive sources, for which no owner can be identified -Safety and security purpose iv. Recommended policy and strategies for the country v. justification for recommendations

Policy ElementPolicy StatementJustification NPP The government (or the relevant ministry) will arrange the return of spent nuclear fuel from the research reactor to the country of its origin -International obligations -Safety and security purposes Decommissioning wasteThe waste management organization will prepare a strategy detailing arrangements for the long term management of radioactive waste for approval by the government -Safety of the people and the environment iv. Purpose This strategy specifies the technical means and measures for managing the radioactive waste and SNF. Strategy statement (a) The waste management organization activities will be implemented according to the long term strategic plan and annual implementation plans, subject to governmental approval; (b) The waste management organization will develop an inventory of the existing radioactive waste in the country, including legacy waste, and a prediction of expected future radioactive waste. The inventory will be kept up to date and appropriate records maintained; (c) The waste management organization will establish a waste categorization scheme as a basis for the national radioactive waste inventory; STRATEGIES
13
(d) The waste management organization, in cooperation with the regulatory body, will create and maintain a database of facilities at which radioactive waste is generated with details of the nature and amounts of waste involved; (e) The waste management organization will establish and operate a system for the collection, characterization, transport, storage and processing of all radioactive waste generated. For this purpose, the waste management organization will specify the conditions under which the waste will be accepted from the waste generators; (f) The waste management organization will provide for the eventual disposal of all radioactive waste according to the approved strategy; (g) The waste management organization will report to the government on an annual basis concerning the activities performed in the period of the report, the amounts and types of radioactive waste that have been managed and on any other relevant issues. STRATEGIES
14
Have to take into account the whole cycle for NPP (from siting to decommissioning) in developing Policy Education and training for man power as the country is going for NPP in 10 years time and proposed facilities (eg. Treatment, storage and disposal facilities) Treatment facility and central storage facility located at the same site – to overcome public acceptance issues, economic point of view etc Policy developed should take into consideration of International obligations (Agreement, convention, Treaty etc) Timeframe for the improvement need to be re-considered (too ambitious) Timescale for the strategy should be identified COMMENTS FROM THE OBSERVERS
