Purpose URS was retained by COCH to conduct a phase 1 ESA of vacant properties at 140- 156, 328-302, 304-320, 324-342. East 14 th Street, to provide a professional opinion on the potential property.

Detailed Scope-of-Service The scope at work for Phase 1 ESA was authorized by the approved eligibility determination URS performed work.

Significant Assumptions No significant assumptions other than those described below in the following section apply to this phase 1 ESA.

Limitations and Exceptions No apparent conditions were encountered that would limit URS ability to complete scope work.

Location and Legal Description Along the south side of East 14 th Street between Lowe Avenue to the west and Wallace Street to the east.

Subject Property and Vicinity Characteristics The subject property was vacant at the time of site reconnaissance. Adjacent properties included residential and commercial properties.

Physical Settings Based up on a review of the topographic maps, groundwater in the vicinity of the subject property is expected to flaw to the northeast.

Descriptions of Structures, Roads, and Other Improvements The subject property was vacant at the time of the site reconnaissance. Follwing is a description of site observations.

Current Adjoining Property Uses The subject property was vacant vegetated land at the time of the site reconnaissance with the expectation of paved sidewalks and a remount of a foundation.

Environmental Liens Use Limitations There have not been any environmental liens reports received, no environmental liens or activity and use limitations have been reported.

Standard Environmental Records Based on of lack of reported violations, the RCRA SQG listing is not considered a rec. This property was also listed in the LUST database with a reported fuel oil spill that occurred on November 16,1990 This property was also listed on the comprehensive environmental Response, Compensation and Liability information system (CERCLIS) NFRAP database.

Additional Environmental Records There are no records relating to UST’s or any other environmental hazards were found for the subject property.

Historical Use The subject property located between Lowe Avenue and Wallace Street was developed since at least 1929 with two square buildings and one irregularly-shaped structure on the northwest corners, respectively.

Aerial Photographs URS reviewed historical aerial photographs covering the subject property from EDR for the years 1952, 1967, 1974, 1988, and 1994. The aerial photographs were reviewed to identify potential sources of visible contamination at the time the photographs were taken.

Topographic Maps URS reviewed USGS Topographic Quadrangle Maps of Calumet City, Illinois- Indiana and Harvey, Illinois, provided by EDR dated 1901, 1929, 1948, 1953, 1963, 1968, photo revised 1973, photo revised 1980, 1991, and 1998.

Sanborn Fire Insurance Maps It was bordered to the south by an unnamed alley followed by a commercial structure, associated sheds, and four associated small structures at 1410 Wentworth Avenue, an unnamed alley running perpendicular from the south adjacent alley, and a dwelling and associated shed at 140 5 th Avenue.

City Directories The city dictionary information included a review of historical city directions from 1991 to 2006. Due to the limitations of the EDR search process, thee city directory search was only conducted for the subject property address of 284 East 14 th Street.

Methodology and Limiting Conditions Weather conditionals at the time of the site reconnaissance were clear and 30 degrees Fahrenheit, and created no limitations. Photographs taken during the site Reconnaissance are presented in Appendix B.

Interior and Exterior Observations Parcels A through D were vacant and grassed at the time of the site reconnaissance.

Hazardous Substances and Petroleum Products Hazardous substances and petroleum products were not observed at the subject property during the site reconnaissance.

Underground/ Aboveground Storage Tanks URS observed no evidence of USTs (i.e.., vent popes, fill ports manways, etc) at the subject property

PCB-Containing and Hydraulic Equipment Five pole-mounted transformers were observed at the subject property. Two of the pole mounted transformers were located on the western portion of Parcel C.

Solid and Hazardous Wastes As the subject property is currently vacant, no solid waste is currently generated. Scattered debris was observed on the parcel.

Drains and Sumps No drains or sumps were observed.

Waste Water No process or sanitary wastewater is generated on site. Strom water flows to storm water drains located in the adjacent streets

Utilities As the subject property is vacant, utilities are not provided.

Wells No wells were observed pr reported on or adjacent to the subject property during the site reconnaissance. Site contacts were not aware of wells at the subject property

Pits, Ponds, Lagoons No pits, ponds or lagoons were observed on the site during the property vist.

Other Physical Evidence of Contamination No other physical evidence of contamination was observed on the subject property during URS’ site reconnaissance with the exception of scattered debris that was observed on the subject property.

Environmental Professionals Involved To the best of our professional knowledge and belief, we meet the definition of environmental professional as defined in 312.10 of 400 CFR 312 and we have the specific qualifications based on education, training and experience to assess a property of the nature, history and settings of the subject property.
