9 Folie 9 Review of Work Plan Tasks for Societal Benefits STC has conducted “SBA-Reviews” since 2009: Health (Nov 2009) Disasters (Mar 2010) Water (May 2010) Biodiversity and Ecosystems (Sep 2010) Agriculture (Apr 2011) Assessed process in Sep 2011 WP Review GEO Label GEOSS@Work R&D Funding Task Reviews Gap Analysis Strategy Citation Standard Recommendation 3: Plenary recognizes the need for a process that allows Components in the Tasks of the GEO Work Plan to raise science or technological barriers to a higher level of visibility and identifies the responsible body in GEO.

10 Folie 10 The need for a strategic GEOSS Gap Analysis Proposal for Earth Observation Capacity Assessment reported to GEO-VII Working Group presented report to 21 st Executive Committee. Recommended comprehensive process. Failed to attract consensus support in the Executive Committee. Referred to “post-2015 process”. WP Review GEO Label GEOSS@Work R&D Funding Task Reviews Gap Analysis Strategy Citation Standard Recommendation 4: Plenary tasks the post-2015 Working Group, or another group with a similar mandate, with preparing a decision by GEO on what gap analyses are needed for informing the future development of GEO. The findings of the Gap Analysis Working Group would inform this decision.

11 Folie 11 Developing a GEOSS Citation Standard Data Citation important issue for Recognizing contribution of providers Establish transparency of sources Active discussion in many fora (IPY, DataCite, ESIP, ICSU) STC report proposes GEO position statement (Annex) Recommendation 5: GEO should clearly position itself to call for full recognition of data sources used in scientific investigations and any applications and services building significantly on these sources. 12 Folie 12 Summary of recommendations 1. Include oversight for implementing the S&T Roadmap in Terms of Reference of a relevant body. 2. GEO Work Plan 2012-2015 should be reviewed for scientific soundness. 3. Maintain process for Tasks to S&T barriers („SBA Review“). 4. Assign responsibility for gap analyses. 5. Accept position statement calling for full recognition of data sources.
