2 Background 2 Contractor Support Services include: –Engineering, Program Management, Logistics, Administration, Labor Support, etc. Joint Strike Fighter Information Technology and Logistics Services Currently Administer about 32 active Service Contracts –Total value of approximately $412M –Obligate ~ $130M per year Over 20 contracts Set-Aside for Small Business Numerous subcontracting/teaming opportunities on all service contracts

3 Upcoming Changes Moving away from Seaport-e Task Order Awards - No longer mandatory for Service procurements Majority of new awards will be solicited on the Federal Business Opportunities (FedBizOpps) website, www.fbo.gov 5 year Services Contracts (no longer limited to 3 years) Cost Plus Fixed-Fee and Firm Fixed-Price Indefinite Delivery Indefinite Quantity Contracts 3

4 Market Research Request for Information (RFI)/Sources Sought are posted for all new procurements –Includes Draft Statement of Work (SOW)/Labor Categories and Qualifications Government/Contractor Benefits of RFI’s: –Determine Acquisition Strategy (Full & Open/Set-Aside) –Identify potential interest/capabilities of contractors –Industry has the ability to provide feedback to Government on SOW and labor qualifications –Increases competition –Affords Contractors advanced preparation time for release of Request For Proposal (RFP) Market Research is on-going –Submit capabilities statements at any time (even after RFI closes) 4

5 Request For Proposals (RFPs) RFPs released on www.fbo.gov will have synopsis posted for 15 days prior to the release of the solicitation Combined Synopsis/Solicitation for Commercial items is exception Proposal Submissions: –Due an average of 30 days after release of RFP –RFI/Synopsis afford contractors an additional 30 days, or more, to start preparing offers RFP Sections –Section C – Statement of Work –Section L – Proposal Submission Instructions –Section M – Evaluation Factor for Award Read Entire RFP Prior to Drafting Proposal 5

6 Types of Competition Best Value/Tradeoff Process: –Expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit(s) in response to the requirement –Government can consider award to other than lowest priced offeror –Sample Evaluation Factors: Technical (includes sub-factors) Past Performance Cost/Price Lowest Price Technical Acceptable –Proposals evaluated for acceptability (pass/fail) –Award made on lowest evaluated price of proposal meeting or exceeding acceptability factors 6

7 Evaluation Facts Historically Government has issued numerous Evaluation Notices (ENs) –Missing information/clarification/errors/etc. –Contractors should use RFI/Synopsis period as additional time to prepare a proposal to avoid these errors Government reserves the right to award on initial offers –Does not afford contractor 2 nd opportunity to fix proposal Sections L and M of Lakehurst Services Procurements are similar – allow contractor to know what to expect Any missing information, which was required in the solicitation, is a deficiency and the proposal is unawardable 7
