3 PS 65 Immediate remedial measures for D&T Designed to meet a need for teachers to know what should be done in the event of an accident, and prior to the arrival of a qualified first aider. D&T teachers need to know of the existence of this document. Schools need to establish procedures that will enable the immediate remedial measures to be taken D&T teachers will need to practice the measures suggested. Some key messages

4 L 235 Managing Risk Assessment for D&T Designed to provide teachers with the essential information required to carry out effective risk assessments. Some key messages “... schools are deluding themselves if they think that just having a set of Model Risk Assessments for Design and Technology (MRATS) on the shelf, or perhaps that by making a note in the scheme of work ‘MRATS 1.066’ they are doing all that is necessary.” There are still lots of schools where only this is done, or even worse, where less than this is done. A lot of schools are still using old versions of MRATS.

5 L 235 Managing Risk Assessment for D&T Management of Health and Safety at Work Approved Code of Practice and Guidance, 2000, states: “… employers or managers at each workplace need to satisfy themselves that the model risk assessment is appropriate to their type of work; and should adapt the model to the detail of their own actual work situations, including any extension necessary to cover hazards not referred to in the model.” Model risk assessments do need to be personalised to suit the situation.

6 L 235 Managing Risk Assessment for D&T Examples of changed situations Use of a drilling machine to drill a 12 mm dia. hole in thin sheet metal compared to drilling a 4 mm dia. hole in 3 mm thick acrylic. The presence in a class of a pupil who has special educational needs and who has support from a learning support assistant.

7 Designed to meet the needs of the inexperienced teacher or technician who may be unsure as to what maintenance is required for workshop equipment. A regular maintenance programme should be established. L 254 Health and Safety Maintenance of D&T Workshop Equipment Some key messages Maintenance that is carried out should be recorded. People that do maintenance need to be suitably trained. A risk assessment will normally be required before maintenance work is done.

8 The person doing the job should have suitable qualifications to do the work. L 254 Health and Safety Maintenance of D&T Workshop Equipment Some issues related to maintenance A system of regular checking of equipment will help to prevent accidents and breakdowns of equipment. Such a system should be documented. The Design and Technology Association needs to establish training modules for maintenance of equipment. The integrity of the machine in respect of safety should not be compromised if something goes wrong after maintenance.

9 Designed to explain what the law does and does not say. Do a risk assessment. Use the guidelines in BS 4163. Send a copy of the risk assessment to the head teacher, the chair of governors, the local authority D&T adviser/inspector and the local authority health and safety officer. Provides guidance to teachers as to what action they can take when asked to take an oversized class PS 68 D&T class sizes, room sizes & safety Some key messages Head teachers are required by law to formally respond to such risk assessments.

Questions What should have been done to prevent the accident? Who should have taken the action? Who do you think had to pay the fine?

Failure to have in place sufficiently robust, positive checking of machinery prior to use by pupils in a school workshop. Total Fine £4,000 Total costs awarded to HSE £762

14 Pupil seriously injured at pedestal drill. Work pieces not secured. No risk assessment Total Fine £6,250 Total costs awarded to HSE £589 Prosecution under the Gas Safety Regulations and Management Regulations following failure to maintain gas appliances in school resulting in unsafe condition of several appliances and an accident, and failure to remedy matters after an accident.
