Workshop on Environmental Considerations in Military Operations/Global Basing Policy / Guidance Update DoDI 4715.5: Management of Environmental Compliance at Overseas Installations Proposed new title: “Overseas Environmental Compliance” Major proposed changes: “Executive agent” to “Lead Environmental Component” Will have applicability to: Off-installation exercises “Military operations” / OPLAN requirements “Flexible / scalable” approach to new global basing regime Prescribes additional / new oversight and reporting responsibilities Changes review time for OEBGD and FGS to 5 year (max) cycle Authorizes “interim” changes to OEBGD and FGS Adds OSD waiver authority Changes definition of “installations”

Workshop on Environmental Considerations in Military Operations/Global Basing Policy / Guidance Update: DoDI 4715.5 - Status Ad Hoc Work Group (WG) Effort : All Services / Secretariats, DLA & JS represented WG meetings held & consensus reached on major changes OSD provided “80% draft” and requested comments via WG OSD OGC has provided initial input on 80% drafts Next Steps: Merge OGC & Service/JS/DLA comments Provide to WG for review and adjudication (may include “field”) Provide “final draft” to OGC for comment Initiate A106 process Promulgation by End of CY

Workshop on Environmental Considerations in Military Operations/Global Basing DoDI 4715.8: Environmental Remediation for DoD Activities Overseas No title changed proposed Major proposed changes : Integrates new “Lead environmental Component” concept Applicability to “military operations” / OPLAN requirements (already applicable to off-installation training / exercises) Authorizes remediation from non-DoD sources in MilOps when necessary to protect health and safety of the force Authorizes expenditure of funds to characterize environmental conditions required to make determinations under this Instruction. DoDI 3200.XX, “Title TBD” DoDD 3200.15, “Sustainment of Ranges and Operating Areas”, issued by USD(P&R) 10 JAN 2003 –Applies not only to CONUS ranges and operating areas, but also to “2.3. For ranges and operating areas outside the United States, subject to the terms of all international agreements, land use agreements, and treaties”. Work Group is being formed to develop an instruction to frame the overseas approach. –Range Sustainment WIPT developed DoDD 3200.15 and will have the lead. –Others stakeholders will be included. DoDI 3200.xx, will address lifecycle aspects of mission sustainability: planning basing negotiations operations exit strategies Procedures need to be flexible and scalable Requirements will be drive by the mission, which is a function of: scope (type of activities) ownership scale of activities duration (as of 13 July 2006) Environment Encroachment Outreach
