Matching Funds RFP First 5 LA is matching a portion of what an organization receives from a non First 5 LA source Commitment to 1:1 cash match Up to $200,000 per year over 2 years 5

66 Eligibility Requirements Applying organization must be: Nonprofit organization or have 501(c)(3) fiscal sponsor Located within and serve residents of Los Angeles County Pursuing a grant from a non-First 5 LA source

Eligibility Requirements “Pursuing” or “in the process of applying” You can identify one source of funding that you are applying for Means that you have not yet submitted a grant proposal 7

Not eligible (examples) –You have submitted a grant proposal and are waiting to hear back from a funder –You submitted a grant proposal and have been told that you are being awarded a grant

Eligibility Requirements Non-First 5 LA Source Organization or entity which has a formal, competitive grant process in place Cannot be an individual donor Can be philanthropic organization, local, state or federal government, private business Examples: U.S. Department of Health and Human Services, Robert Wood Johnson Foundation, Verizon Foundation, Kaiser Permanente

Eligibility Requirements Proposed project must: Benefit children 0 to 5 Align with Strategic Plan Theory of Change Be a new project or expand upon existing work

Eligibility Requirements “Expand upon existing work” Expanding means increasing impact through reach Examples of expanding: serving 200 more children, increasing geographic service area, proposing to serve 0 to 5 Enhancing a project is NOT expanding it Continuing an existing project is NOT expanding it 11

Other Requirements Must submit grant proposal after June 30, 2011 Must be awarded funds by non-First 5 LA source by December 1 (note: Funds do not need to be disbursed, but letter of commitment would be sufficient) Grant award from non First 5 LA source must be cash Grant award from non First 5 LA source must be for the same project proposed for First 5 LA matching funds

Other Requirements Must be applying for a grant through a formal competitive process. First 5 LA may ask for evidence of this (e.g.RFP announcement, website posting for available funds, call for application notice, etc) New money (not just extension of existing contract/MOU) 13

15 Online Application Step 1: Register online using link from Webpage at: www.first5la.org/Matchingfunds (also to manage account/application) www.first5la.org/Matchingfunds Step 2: Answer organizational and project eligibility questions Step 3: Upload proposal documents online A.Upload project narrative and budget B.Upload other documents (audited financial statements resumes, etc.) C.Two forms are required to be submitted in hard copy

Alignment with First 5 LA Strategic Plan Long Term Priority Outcomes Babies are born healthy Children maintain a healthy weight Children are safe from abuse and neglect Children are ready for kindergarten 19

Alignment with Theory of Change Intermediate Outcomes Parents/caregivers are resilient Children bond with parent/caregiver Parents/caregivers support their child’s learning Children have access to quality early childhood education Children have adequate physical activity Infants and children have good nutrition 20

Project Budget and Narrative Up to $200,000 per year over 2 years for a maximum grant of $400,000 Should be directly related to proposed project Should be based on what is needed to start new project or expand project Equipment should be requested in first year. Some exceptions on case by case basis will be considered. Please use dates that correspond to when the First 5 LA grant is anticipated to start 21
