19/09/201517 1. Reasons for cooperation: (A) Eurofound’s support to the accession process in providing comparable data from our surveys, in supporting social dialogue processes. (B) Eurofound to get to know the country specific details relevant to improving living and working conditions by having workshops in the countries and inviting national experts at its meetings 2. Challenges and problems: finding contractors (e.g. for the observatories), investment in understanding the national context before being able to make comparisons with other countries, Eurofound experiences from IPA

19/09/201520 European Working Conditions Survey: 3rd edition was carried out separately in the 10 accession countries Two secondary analyses of the Candidate Countries Working Conditions Survey (CCWCS): one on gender, the other one on time. “Countries of Central and Eastern Europe” (2003/4) 5th European Working Conditions Survey: Albania and Kosovo will be included. It will be the first time that these countries are to be included in this survey in which workers will be interviewed about quality of work. The fieldwork will take place in January 2010. We also received an expression of interest from the Minister of Health of Montenegro (Dr. Radunovic) in relation to the same survey but no further contact has been formalised thus far. We did also write to contacts in Bosnia and Herzegovina but we have not further pursued this Eurofound experiences from IPA

Promotion of Social Dialogue in the Candidate Countries (2003-5 ) Monitor the impact of social dialogue and assisting the implementation of the development in the AC 10 (and later Bulgaria and Romania + Croatia) through workshops in each country and expert reports. It describes the social dialogue processes and their capacity for conflict resolution as well as for the implementation of EU directives and agreements. From 2007 inclusion of Romania and Bulgaria/ Croatia and Turkey in the following projects: 1. Employment initiatives for an ageing workforce Examining the situation of the ageing workforce by looking at examples of measures in policy and practice to improve employment options for older workers and to extend working life. The Foundation has been covering the situation in the EU15 and in 2005 it will focus on the 10 new Member States and – within the context of this project – Bulgaria and Romania. Sustainable care services This activity focuses on promotion of employment in those care services that provide support to dependent children, adults or older people with health and social care needs. Eurofound did research and subsequently held a workshop on childcare in Turkey to present Eurofound’s research on childcare for children 0 to 12 years and the situation of families in groups of the New Member States in comparison to the candidate countries (Turkey and Croatia) Eurofound experiences from IPA

19/09/201524 3. CLIP: Cities for Local Integration Policies 3rd and 4th module Communication activities in aceeding countries: 1. Sub-regional Tripartite Conference on the Right of Information and Consultation in Practice in an Enlarged Europe (2003) The Foundation financed the participation of the participants from Czech Republic, Estonia, Hungary, Latvia, Lithuania and Slovakia from PHARE funds and presented based on EIRO 2. 19/09/201525 Current projects 1. 5 th European Working Conditions Survey In 2009 and 2010, Eurofound will carry out its fourth European-wide survey on working conditions. field work in Croatia, Turkey and the former Yugoslav Republic of Macedonia. In addition expressions of interest from ministries in Albania, Kosovo and Montenegro have been received to be included in the survey. 2. 2 nd European quality of life survey Eurofound carried out its second survey on quality of life in Europe in 2008 and is to continue its in-depth analysis in 2009 and 2010. The survey covered Croatia, Turkey and the former Yugoslav Republic of Macedonia and it is intended to analyse the data from these countries in a special report, which will serve as the main input to a workshop in one of the three countries, possibly in the Former Yugoslav Republic of Macedonia to debate the results of this analysis in 2010. Information providing services for the European industrial relations observatory and the European working conditions observatory and the European Monitoring Centre on Change Eurofound has established networks covering the EU Member States and the acceding countries to provide short reports and in-depth comparative analysis on developments in the area of quality of work and employment, industrial relations and management of change and restructuring.. European Network of Cities for Local Integration Policy for Migrants (CLIP) improve local integration policies and practice of migrants through a scientifically supported benchmarking and peer review process of cities in Europe. In 2009, CLIP will prepare and carry out the fourth series of case studies in cities, including Zagreb and Istanbul on self-employment through setting up one’s own business. Ethnic entrepreneurship also provides, in several cases, opportunities for an increased female involvement in the labour market. This is important considering the overall lower activity rate of migrant women. Eurofound experiences from IPA
