18 How does it work?

19  Safe Harbor allows schools to make AYP through a provision in NCLB that applies only to subgroups that did not meet the Reading and Mathematics proficiency targets.

20  The percent of non-proficient students is decreased by at least 10% from the prior year in the subject being evaluated.  In addition, the subgroup must meet AYP requirements in Writing proficiency and the Graduation Rate.
