Entry into the lucrative China WebTV market August 2008 The Opportunity LottVision Established in 1986, LottVision Limited (“LottVision”) is headquartered in Hong Kong and has been listed on the Singapore Stock Exchange Main Board since 2002. LottVision is a “technology enabler” in license-restricted markets providing revenue generating IT-related solutions and services for various industries including lottery and WebTV in China. BJZ Beijing Jiu Zhou Information Technical Services Co., Ltd. (BJZ) is a PRC- licensed WebTV operator. The WebTV market is strictly regulated by the PRC government. Significantly, Beijing Jiu Zhou is qualified and licensed by the PRC government to provide WebTV services nationwide including Internet television and interactive video related content, Internet news information services and other value-added services over telecom infrastructure. Through partnerships with leading content providers and distributors, LottVision will technologically enable Beijing Jiu Zhou to provide its WebTV audience with a library of licensed content, video-on-demand features as well as downloading services focusing on high definition technology. In July 2008, BJZ was issued by China’s State Administration of Radio Film and Television (SARFT), a WebTV and a Web News license. SARFT has issued 9 (*) nationwide commercial WebTV licenses to entities which provide liquidity and risk mitigation to investors through an existing hard-currency stock exchange listing outside China. BJZ is not listed, but through a structural arrangement with LottVision, provides investors with the benefits of an offshore listing. Of the 9 offshore listed companies with WebTV licenses, only BJZ has both WebTV and Web News licenses provides a strategic investor with the opportunity for significant control of content management advertising, and is offering a 40% ownership position for US$25 million.
