4 Why it was developed – the ESS Today’s European Statistical System is a hive of activity Collecting data at the‘European Statistics Code European levelof Practice’ Harmonising statisticsnew ‘Regulation on Statistics’ – driving Working together -modernisation Networking together

5 Why it was developed – sharing good practice The ESS network provides an excellent opportunity to share good national practice, eg on topics like CPD strategies; learning & development activities. And the ESS-Learning and Development (ESS-LDF) Task Force has been doing just that!

6 Why it was developed – the ESS-LDF The ESS-LDF Task Force has developed, the: Tool for measuring the Impact of learning Study visits to Eurostat Mentoring process E-learning products ‘Core’ competence Profile ESS Learning & Development Portal Training Programme ‘Learning and Development Framework for the ESS’ It will help people to: identify core ESS competences; identify learning activities to fill gaps; learn together; share good practice; open-up communication channels. To be implemented in 2011

7 Why it was developed – setting standards ESS Competence Profile underpins the ESS-LDF; core ‘statistical’ K/S/A important for ESS work; designed to complement national competences – not duplicate; a common reference point at two levels; piloted in five countries.

8 What’s included? - Key drivers Key ‘drivers’ at the ESS level European Statistics Code and the new Regulation on Statistics Quality declaration of the ESS EC rules and procedures Role and functions of the ESS (legal basis) European level networking European Customer requirements European classifications European data harmonisation Helped us to identify important core competences at ESS level

9 What’s included? - Level 1 – ‘Knowledge’ Level 1 Knowledge (with at least 2 year’s experience) Methodologies & tools for analysis ESS Quality reporting TQM/EFQM frameworks Classifications and Nomenclatures Technologies, tools and standards for collection & transmission EU committees and working groups Legislation including harmonisation Eurostat’s Mission & operational structures & activities Code of Practice & peer review process Administrative procedures applicable in EC Legislation including harmonisation EU history & interests & tasks and modes of operation its institutions EU communication tools eg CIRCA, Eur-lex Modernisation agenda

10 What’s included? - Level 2 – ‘Knowledge’ Level 2 Knowledge (with at least 4 years Experience) ESS norms, regulations & laws relating to contracts etc EU policies that support the ESS and how applied Relationships between ESS & third parties Impact of statistical modernisation on the ESS ESS admin rules and procedures (budget, reporting etc) Peculiarities of country partners to improve relationship building

11 What’s included? – ‘Skills’ levels 1 and 2 Skills Level 1 and Level 2 Coordinates the National participation in ESS meetings, EU policies & institutions Applies methodologies related to harmonisation & comparability of data Presents quality Information to users in the statistical framework Applies tools & standards for the European statistical production cycle Uses the appropriate tools and methods for European Analysis Uses the European dissemination methods & elaborates dissemination strategies Responsibly defends/ expresses the national opinion at EU forums, balancing with the EU vision Implements the European Classification systems Effectively transmits expertise into a developing environment, to promote European standards

12 What’s included? – Attitudes and Behaviours Attitudes and Behaviours Proactively support international activities Influence the development of key European strategies Responsibly comply with EU rules & regulations Integrate and build effective relationships Promote & strengthen the ESS without compromising national integrity An appreciation for other cultures Reflect an attitude of empathy when communicating with those working in a non-native language

How it can be used Prepare for a promotion board interview Include in a job advertisement with ESS content Identify learning activities to support a person’s development Compare with job descriptions with ESS content Identify & develop core ESS competences in advance, for a future role Gauge an organisation’s capability with regard to core Knowledge, Skills and Attitudes
