NHRAP Approved by Resolution No. 415-XV, 24 October 2003 NHRAP period: 2004-2008 Project period: 2004-2006 Parliament requested the support of UNDP and other international organizations and bi-lateral donors for its implementation November, 2004 – EGPRSP February, 2005 – EU-Moldova Action Plan Donors: HURIST, TTF, Government of Netherlands, UNDP

NHRAP Implementation in 2004 Needs assessment Sociological survey on human rights Coordinating Committee for the Development and Implementation of the NHRAP 67 Human Rights Focal Points Feasibility studies on joining 3 international human rights treaties: 1st Optional Protocol, ICCPR; European Charter for Regional or Minority Languages; European Convention on Compensating Victims of Violent Crimes Focus on NHRAP awareness among central and local public administration and donors Human Rights Communication Strategy and Campaigns Action Plans - launched in 10 December, 2004

NHRAP PRACTICES Human Rights Based Approach and NHRAP Focus on empowerment and awareness raising at different levels: District round tables, regional conferences, national NHRAP Workshop NGOs act as information channels- SGP Increased efficiency of communication with the Ministry of Foreign Affairs Partnership in ICCPR report writing training Increased efficiency of the state reporting mechanism Tripartite interaction between Human Rights Focal Points, HR trainers and the project Community of Practitioners Resource persons and leaders in NHRAP monitoring and implementation

CONTRAINTS Parliament elections and Government reform inefficient NHRAP monitoring mechanism Insufficient motivation of Human Rights Focal Points, especially at central level, but also at local level The potential of interaction and synergies with other projects insufficiently used Insufficient funding of NHRAP implementation and communication components

LESSONS LEARNT Efficient NHRAP implementation requires effective participation and cost assessment at the development phase Sociological survey needs to be carried out at the NHRAP development phase Risks need to be continuously assessed (e.g. Change in Government and NHRAP Implementation) Communication/maintaining the dialogue with all partners is crucial! NHRAP can serve as a platform for synergies between projects Changes / constraints should be seen sometimes as opportunities-(e.g. Regulation of Coordinating Committee) Activities should focused, strategic and targeted outcomes (specific action plans, personal commitments, monitoring and evaluation plan etc.) Empowerment of change agents can be ensured only through the involvement of the decision makers

Assistance in developing periodic country reports to human rights treaty bodies Actions targeting minority groups Empowerment of Human Rights Focal Points and HR trainers Develop networks and exchange of best practices Develop HR curricula for universities etc.
