How Our Program is Funded ARRA (American Recovery and Reinvestment Act) of 2009; through GEFA (Georgia Environmental Finance Authority ECG was awarded a $700,000 grant for the On-Bill Finance Program (EECBG – Energy Efficiency Conservation Block Grant) Revolving loan fund maintained by ECG

Program Implementation Planning Stages: Gauged interest level of Participants Held and moderated three meetings in person, through interactive webinars and video conference meetings Created a program/tag line for Promotion and Marketing

Terms & Conditions of Loans Residential Customers Only 12 Month History w/Utility Current with no more than 1 late over 12 months Maximum $5,000 Loan Payable over 36 to 60 Months NO Interest on Loan Municipal may charge small admin fee/month

Terms & Conditions of Loans (con’t) Projects and/or items funded may include: Purchase & Installation of Energy Star appliances Refrigerators, Dishwashers, Freezers, Washing Machines, etc. Purchase & Installation of Energy Star qualified central heating and air conditioning Purchase & Installation of home weatherization products Insulation, air sealing, duct sealing, etc.

Pros & Cons of Program Fears & Concerns of Municipals Is loan attached to customer or home/account/address What happens when customer sells home with outstanding balance due? Lien on home Account must be settled at closing Account may be transferred to new owner – As they are receiving the benefit of energy savings/new retrofits as new owner

Case Study City of Thomasville, Georgia / Thomasville Utilities Began marketing for program in December 2010 Submitted first application in December 2010 Allocated $382,500 of the $700,000 to spend Went through allocation by early June 2011 In July 2011, ECG opened up remaining funds Thomasville has spent $597,000 to date In excess of 150 applicants / loans Average loan is $5000
