2 Fire Officer Strategy and Tactics Practical Skills Exercise Commercial Offices Simulation

3 Purpose of Scenario The purpose of this scenario is to familiarize and orientate the student to the principles of: –Size up –Strategic Options –Tactical Decisions –Task Assignments IDHS: Leadership for a Safe and Secure Indiana The actions you implement should be for the first 15 minutes of fireground operations.

4 Purpose of Scenario cont. Using a command chart the student shall document the command / general staff they would staff for the specific situation. Develop an incident action plan that describes the tactics and tasks you will implement in the first 15 minutes of fireground operations. Decision making process

5 Purpose of Scenario cont. Complete a risk – benefit analysis based upon the facts and probabilities presented. Develop a quick access preplan for a specific occupancy. Calculated the needed fire flow based upon the scenario utilized. Calculate the total water flow needed for the specific scenario.

6 Instructions Each student should have a #2 pencil for the practical skills. Each student shall have a Command Chart a Strategy and Tactics Worksheet and a size up worksheet. The student is going to use the resources listed on the Strategy & Tactics worksheet for the staffing component and apparatus available to complete the sizeup, implement a strategy and complete an action plan.

7 Instructions Each student shall prepare to serve as the Incident Commander for a structure fire scenario. –Each student shall prepare to serve as the Incident Commander. Each student will complete a sizeup of the fire problem on the form provided. Each student will develop an action plan on the form provided. –Student will have 30 minutes after the completion of the picture scenario to complete the size up analysis, command chart and action plan. –Each student should have a command chart a strategy & tactics worksheet and a size up action plan chart.

8 Instructions There are pictures of each scenario. –The pictures show the four sides of the structure. –The picture will also show you where the fire and smoke is located. Instructor turn off room lights as the program begins. Each picture will be on the screen for 30 seconds. –Students may begin writing notes about what they see during each slide. –Don’t wait until the end to begin writing your observations.

9 Instructions Before we begin the scenario we will give you a 2 minute look at the building before the fire. This gives you some information about the building location, occupancy and exposures.

10 Instructions There are more facts and probabilities to consider when doing size up for commercial occupancies. The instructor can alter the occupant and witness statements and whether it is a daytime or nighttime scenario. –The buildings would normally be occupied during the day and you would have occupants outside in real life. Provide the students a paper copy of the overhead site plan with individual dimensions of each occupancy. –This will allow them to compute the fire flow more accurately since you have to consider adjacent exposures in the calculation.

19 You are the IC what are you going to do with this problem? You are being asked to make strategic decisions, tactical choices and assign tasks based upon the scenario given.

20 Basic Dispatch Information You are responding to an occupied commercial occupancy report of fire. Dispatch advises this is an office building with apartments on the second floor. Office occupants are out of the building, unknown if the apartment is occupied.

26 You have completed this scenario, please put your pencils down, make sure your name is on the sheets you have completed and turn them into your evaluator.
