6 Policy context Some progression? Adult Skills Budget – 2.5% to be spent on improved provision to unemployed learners – work related skills. Single Unit ‘bite-sized’ courses to help make unemployed people more ‘marketable’ Still a complex maze of funding and benefit rules apply around provision Policy continues to change and develop
