Lucent Technologies 1 CDMA2000 HRPD For Public Safety Jim Chao & Kenneth Budka Lucent Technologies Lucent Technologies grants a free, irrevocable license to 3GPP2 and its Organizational Partners to incorporate text or other copyrightable material contained in the contribution and any modifications thereof in the creation of 3GPP2 publications; to copyright and sell in Organizational Partner's name any Organizational Partner's standards publication even though it may include all or portions of this contribution; and at the Organizational Partner's sole discretion to permit others to reproduce in whole or in part such contribution or the resulting Organizational Partner's standards publication. Lucent Technologies is also willing to grant licenses under such contributor copyrights to third parties on reasonable, non-discriminatory terms and conditions for purpose of practicing an Organizational Partner’s standard which incorporates this contribution. Lucent Technologies5 Public Safety Challenges post-9/11: Voice-centric communications with little or no ability to communicate across agency, or jurisdictions. Existing public safety networks had virtually no mobile data communications to enable detailed information exchange, graphic-intensive images, video or multi- media. Public Safety was limited in its technology options to either proprietary or Land-Mobile-Radio based systems Four years later, Hurricane Katrina showed that little progress has been made in addressing these critical concerns

Lucent Technologies9 Supports to Public Safety Band The FCC issued Notices of Proposed Rulemaking (NPRMs) public safety 700 MHz band in June 2006, final ruling are expected 2Q 2007 WI for C.P0057-C to support public safety 700 MHz band submitted by LU, NT, Vzn and MOT in Nov. 2006 Work on C.P0057-C may started as early as Jan. 2007 It may take 9 to 12 months to get the job done. C.P0057-C to be published by 3Q or 4Q 2007.
