5. 5 Schedule A – Appointment of Persons with Disabilities New Regulation:  Broader certifying entities: A licensed medical professional (e.g., a physician or other medical professional certified by a State, the District of Columbia, or a U.S. territory to practice medicine) A licensed vocational rehabilitation specialist (i.e., State or private) Any Federal agency, State agency, or agency of the District of Columbia or a U.S. territory that issues or provides disability benefits

6. 6 Schedule A – Appointment of Persons with Disabilities New Regulation (continued):  5 CFR 213.3102 (u) now replaces the following three Schedule A appointing authorities: 5 CFR 213.3102 (t) (mental retardation) 5 CFR 213.3102 (u) (severe physical disabilities) 5 CFR 213.3102 (gg) (psychiatric disabilities)
