UNICEFReform of the Child Care System: Taking stock and accelerating action Agenda blocks – addressing stumbling blocks Addressing the fragmentation of system through agreeig on the main functions of the system and how to organize them at: –National level – h armonization of roles and mandates between actors in the reform (national, regional, local levels, sectors, private service providers) to perform a gatekeeping role (Plenary 2) –Local level – developing a continuum of services (Breakout sessions 1-3) Overcoming dominance of residential care institutions (Plenary 3): –Through National planning for restructuring of institutions and development of services at local level. Operationalizing the policies and legislation (Plenary 5): –Costing, budgetting and reallocation of resources –Transition funding and fiscal space for reforms
