The 2 nd Green Mekong Forum Bangkok, 21 October 2013 Nguyen Khac Hieu Deputy Director General Department of Meteorology, Hydrology and Climate Change Ministry of Natural Resources and Environment of Vietnam The 6 th session: Controlling and Reducing Greenhouse Gas Emissions Vietnam’s presentation

Viet Nam Population in 2011: about 87 million GDP growth in 2011: 5.89% Climate: monsoon tropical Annual mean temperature: 12.8- 27.7°C Average annual rainfall: 1,400- 2,400mm GHG emission in 2000: 151 Tg CO 2 e

Temperature: According to the medium emission scenario: →Mid of 21 st century: annual mean temperature would increase 1.2-1.6°C →End of 21 st century: annual mean temperature would increase 1.6-2.8°C Climate change scenarios for Viet Nam Increase in annual mean temperature in the end of 21 st century by the medium emission scenario

Rainfall: According to the medium emission scenario, →Mid of 21 st century: annual rainfall would increase 1-4% →End of 21 st century: annual rainfall would increase 2-7% Changes of annual rainfall in the end of 21 st century by the medium emission scenario Climate change scenarios for Viet Nam

Impacts of climate change on Viet Nam’s population by sea level rise scenarios (WB, 2007)

Viet Nam signed United Nations Framework Convention on Climate Change (UNFCCC) on 11 June 1992 and ratified it on 16 November 1994. Viet Nam also signed Kyoto Protocol (KP) on 03 December 1998 and ratified it on 25 September 2002. Viet Nam is not required to reduce greenhouse gases (GHG) emission but GHG mitigation options have been developed for GHG main sources (Energy, Agriculture, Forestry) in the country

GHG emission by sector in 2000 (under the Second National Communication to UNFCCC) GHG emission by sector in 2000 (under the Second National Communication to UNFCCC) Per capita GHG emission in 2000 was 1.94 tonnes of CO 2 e

National Climate Change Strategy Approved on 05 Dec. 2011 Overall objectives of the Strategy:  sustainable utilization of the national resources;  carry out adaptation measures and GHG mitigation options;  safeguard people’s life and properties;  ensure the sustainable development goals.  strengthen human and natural system resilience to climate change;  develop the low-carbon economy to protect and enhance quality of life;  ensure national security and sustainable development

National Green Growth Strategy Approved on 25 Sep. 2012 Overall objectives of the Strategy:  Achieve a low carbon economy;  Enrich natural capital;  Sustainable economic development;  Reduce GHG emission (2011-2020)  Reduce intensity of GHG emission by 8-10%  Reduce energy consumption per unit of GDP by 1-1.5% per year

Plan of GHG emission management; management of carbon trading activities to the world market Approved on 21 November 2012 Objectives:  carrying out the UNFCCC and other related treaties that Viet Nam has involved in;  taking oppoturnities to develop a low carbon economy and green growth in the country  joining the international community’s efforts in mitigating GHG emissions and contributing to sustainable development Scope of time: now to 2020

Principal contents  Management of GHG emissions Inventorying the national GHG for the base year 2005 and develop basic emission scenarios Carrying out the targets of GHG emission reduction and GHG absorption increasing by 2020 (base year: 2005)  Energy: 8%  Agriculture: 20%  LULUCF: 20%  Waste: 5% Assessing technology needs; disseminating and applying potential technologies of GHG emission reduction and GHG absorption increasing.

Principal contents Management of GHG emissions Developing NAMAs program framework in line with national circumstances; registering and deploying NAMAs in line with national circumstances. NAMAs will focus on the following priorities:  Energy  Agriculture  LULUCF Setting the MRV system Implementing the propagation, dissemination and education of awareness, responsibility, raising of awareness on the management of GHG emissions

Principal contents Management of carbon trading activities to the world market In the framework of KP: continuing to review, supplement and complete the system of related legal normative documents Outside the frame work of KP  Reviewing and supplementing the system of related legal normative documents  Developing encouraging policies  Developing related regulations and guidelines Implementing the dissemination and propagation activities
