Group Work Question 1 What kinds of mechanisms (standard procedures, partnerships, prior agreements etc) we need to advocate for and establish in a prioritized manner to ensure effective disaster response? Please consider such mechanisms to include the Government, Civil Society and the International Humanitarian Community All Clusters Scenarios 1, 2 & 3

Shelter ClusterQ1: Mechanisms (standard procedures, partnerships, prior agreements, etc) that we need to advocate for among Gov, NGOs/IOs, and UN, for ensuring effective emergency response? Q2:Resources (tech., material, financial, etc) required at diff. geographical levels across NGOs/IOs, Gov, UN, for implementing contingency plan? Q3: Skills (tech., admin., mgmt, etc) required at diff. geographical levels across NGOs/IOs, Gov, and UNfor implementing contingency plan? Scenario 1: Earthquake, M7.5 affecting area X; Injured-90k, 900k homeless; bridges unsafe, >1/2 employees not at work for a week, communication down for 3 weeks, WASH not available for 2/3 rd pop-n.. Scenario 2: Earthquake affecting area X, M7.5, shallow, 50k dead, 100k injured, 3m people severely affected, damage, to roads, airports, gov. offices etc Scenario 3: Earthquake, M7.5, area Y, 30k dead, 60k injured, 200k severly affected, major bridges and roads damaged, district offices dysfunctional. Each cluster to answer the three questions for each of the three disaster scenarios!
