Opportunities for Management and Destruction of ODS via GEF Programs via GEF Programs Seminar on the environmentally sound management of banks of ODS Geneva, 14 June 2010

The GEF and the Montreal Protocol Since 1992 support to Montreal Protocol in Countries with Economies in Transition. 30 projects in 18 countries. Over $210m GEF resources; $250m cofinancing. Phased out 20,000 ODP tons consumption and 29,000 ODP tons production.

Outcomes of the 5th GEF Replenishment Pledges of $4.3 billion for next four years (52% increase). $420m for Chemicals including $25m for ODS to support CEITs in meeting MP obligations. $1350m for CO 2 mitigation including: $300 for Transfer of low carbon technologies; $250m for energy efficiency. Reforms to continue to improve efficiency and country ownership, including a flexible resource allocation system (STAR).

Synergies with the POPs Program 47 projects in 50 countries address POPs waste management. Capacities and infrastructure built for collection; safe storage; disposal – can be mobilised for ODS destruction. A project looking at requirements for ODS destruction in addition to POPs. Can be replicated: what is required is inter-sectoral collaboration – particularly for planning and design.

Synergies with the GEF Climate Mitigation Program Energy efficiency projects involve phase out and collection of ODS in refrigerants, foam insulation. Often include collection of the appliance for disposal: a significant portion of the barrier/cost of disposal. One example in preparation includes generation of credits through the voluntary carbon market. Can be replicated. Need energy & environment sectors to collaborate: plan early !

In Summary Strong GEF replenishment with funds for Montreal Protocol for obligations of CEITs. GEF-4: pilot demonstration destruction in Russia; GEF-5: pilot in Eastern Europe / Central Asia possible. Opportunities to advance synergies with POPs and Climate mitigation programs. Collaboration encouraged at planning and design stages so that ODS aspects are considered and prioritised.
