www.uis.unesco.org Introduction to UIS data collection tools and guidelines. SEMINAR – WORKSHOP ON SCIENCE, TECHNOLOGY AND INNOVATION INDICATORS Phnom Penh, Cambodia 18-20 Nov 2008
2
www.uis.unesco.org lAfter UIS moved from Paris to Montreal in 2001, the first thing that the S&T team has done was a worldwide consultation (review). We have asked the countries (data producers and users) what they expected from us. lThe result was the S&T strategy. Basically, most of the respondents expressed interest in continuing our time series in R&D as their first priority. lThis questionnaire was created in 2004, to be launched every two years (lack of resources, respecting countries' capacity to produce data) lIts the third survey since in Montreal and every time, we have a section on the availability of additional data (last Section). The evolution of the questionnaire depends on the availability and the pertinence of the data to be collected. lCapacity building activities like this workshop are aimed to have an impact on both the quality and the quantity of data we disseminate. lWe do have plans to start innovation surveys in a later date but since our resources are limited, for the time being we are concentrating in improving the quality of the existing survey S&T Questionnaire - Introduction

www.uis.unesco.org lHere you have the instructions page for our current Survey. lYou should start by using the drop down list and select your countrys name lPlease note that the deadline shown here is kind of our wish list. We strongly invite you to complete and return the questionnaire prior to this date but if its not possible, please do fill it when you have data available, even if its after the deadline. lWe prefer to receive electronically the filled questionnaire. It makes the processing quicker and more reliable. However, we do accept it in any other format (regular mail, fax, email attachment…) S&T Questionnaire

www.uis.unesco.org S&T Questionnaire - Instructions lWe would like to receive one and only one questionnaire by country. Data should be aggregated to provide the national figures. If you dont have the national figures, please provide information in the footnotes and, if possible, give estimated figures (please document it, footnotes). lYou know your country better than anyone else in UIS so the quality of you estimates tends to be better. lIf you do not have data, or if the category is not applicable, please use the provided symbols (a,m,n,x). These are our communication tools and should be used to improve the quality and comparability of our published data.

www.uis.unesco.org lThis section is very important for us: getting to know the S&T structure. lIt is very important that you complete that section, even if there is no available data for a particular year. We need to know you and to be able to keep in touch with you. lIt also gives a better understanding of the data and helps us to assure the comparability between countries. www.uis.unesco.org » Partial data is better than no data at all… » Late questionnaires are much better than no questionnaires… » Notes are indispensable to understand and to evaluate the data. We need them to make the data comparable between countries. » If there is no data available, please fill at least the Respondent Information and the first Section about your organization. Most frequent reasons to ask for clarification: » Totals » Coherence between tables » Degree of coverage
