2. SRR STRATEGIC PLAN The strategic plan was originally created in December 2002 at a meeting in Phoenix with representatives from each criterion group. Delphi 19 & 20 initially vetted the structure of the Strategic Plan for SRR The Strategic Plan document from October 2003 was the result

SRR STRATEGIC PLAN In April 2005, SRR members revisited the Strategic Plan to bring it up to date Five Strategic Goal Areas were suggested and initial efforts were made to expand upon them A Delphi on these Strategic Goal Areas was offered to get a better feel for how the SRR community at large received them

4. PURPOSE OF DELPHI #25 Present the draft framework for SRRs updated Strategic Plan to all SRR participants Obtain input from all interested parties Further develop the SRR Strategic Goal Areas identified at the April 2005 SRR meeting

5. DELPHI #25 - ROUND 1 Fifteen SRR participants responded to the first round of Delphi 25 This chart shows the Likert Scale results for Goal Areas 1 - 5 GOAL 2 received the least general support GOAL 3 received the most general support

DELPHI #25 - ROUND 2 GOAL AREA # 1: Promotion of Rangelands Sustainability Paradigms Language/Wording -- Needs to be more clear for lay-person -- Paradigms -- Concise & Powerful -- May want to temper statements about what we can deliver Dwindling number of SRR people still involved -- Especially non-Agency/NGO -- Define the type of people required 2010 Report -- should be major focus of SRR or too much focus?

DELPHI #25 - ROUND 2 GOAL AREA # 1: Promotion of Rangelands Sustainability Paradigms Congress/Bill involvement - Major Hang-up -- Flexibility issue -- Should this be a goal at all? -- If we go, we best be ready Scale -- Individual/Private Landowners - - Mixed messages Order of the groups in the list/ Ranking? Audience consistency Look at the C & I again Need Ops Plan & Plan of Action

DELPHI #25 - ROUND 2 GOAL AREA # 2: Promote Quality Data Need to set up system correctly first time SRR not responsible for providing the infrastructure Draw upon expertise of Agencies, Universities, Private industries to provide research, ideas, guidance -- additional expertise in the areas of information systems and data management Focus more on information than data Should we focus on getting indicators accepted and commonly used or will data quality preclude people using the C & I (Chicken & Egg) Define terms well Need to be able to evaluate uncertainty

DELPHI #25 - ROUND 2 GOAL AREA # 3: Research University Consortium To have a standardized assessment there will need to be a concerted effort in the research community Need to spell out why research is important and why funders will want to make money available Distribution of research -- who doing what & how distributed among the diff. areas (ecological, economic, social) Needs to be started soon - prioritize Should focus on gathering or interpreting data Most funders not interested in funding monitoring or assessment research

11. DELPHI #25 - ROUND 2 GOAL AREA # 4: Coordination Model of coordination seen as potentially one of the main strengths that SRR could offer Integrate the roundtables? To bring in the other ecosystems & save money Language & clarity beyond the current audience How will this happen? Especially with decreased NGO participation Need to make sure not to infringe on individual agencies/organizations/academic institutions missions Need to have people in charge of this coordination

DELPHI #25 - ROUND 2 GOAL AREA # 5: Critical Financial Needs Should this be a strategic goal for SRR Need to make sure funding is for a clear reason & because we are credible & can produce results Recognize most of SRR is made up of volunteers Need more full-time staff Need to anticipate decreased support from Federal Agencies? Of course important - without the financial resources we cant do the other goals

DELPHI #25 - ROUND 2 OVERALL COMMON THEMES Concise, clarity - in meaning of all terms Dont mix Goals & Objectives & Tactics Overall order of the goals Its going to take more than just SRR to pull this off Need Clear Action Items & people held accountable for them Need a goal based on retention & recruitment of NGOs and all other stakeholders
