System buy in / coherence. Establish joint planning capacity with mission (dont wait for IMPP / HQ directions). Co-location. Establish joint information analysis / communication unit in RCO (or DSRSC/RC office). Agency secondments to RC office. Expand roster (DGO), diversify profiles, link with Secretariat rosters. Increase joint training of DPKO/DPA/UNDG planners. Increase use of common funds: UNDG Early Recovery Fund

Government alignment. Use MDGs as organizing framework. Enhance political side of planning (versus technical): In mission settings, link with DPA/DPKO UNSSC training for RC and Agency HoA Agenda for DSRSG/RC/HC retreat

RCO capacity. Predictable and institutionalized funding for RC office set up UNDG Early Recovery fund allocations for system capacity ramp up. Minimum standard RCO Increased DGO assistance Joint Initiative

Stakeholder engagement (WB, NGOs, donors). Establish common planning framework CAF in DRC, DGO to share lessons learned exercise. Integrated approach to developing strategies for collaboration based on best practices UNDG/WB partnership agreement, based on commitment to use shared tools, and enforce dialogue. Co-location (field offices)

Planning in complex environments. Better political analysis Diversify staff profile, adapt training Link RCO with mission capacities Develop own intelligence network (think tanks, etc.) RC Coordination without authority. Establish Joint M&E unit in RCO (or integrated DSRSG/RC office) with agency staff. Leverage donors to support RC and RCO donor stewardship / relations strategy
