What is the Support to the RC fund? Comes from UNDPs core budget Fixed to $16 million per year Carries fund code 04500/donor code 00012 Covers basic RCO needs SRC

What is the Country Coordination Fund? Comes from donors, based on funding proposal submitted by DOCO in January Not fixed, variable CCF funds carry codes 68000 to 68076 / different donor codes respectively Supplements SRC and special country needs CCF

Total annual resources for coordination average about $40 million-$45 million.

Global expenditures of SRC and CCF funds are between $20-30 million yearly. Fiscal Year (US$)

Funding Process DOCO issues funding advance allocations – December RCAR Submissions (RCO)/Review (DOCO) – March/April Second/Final Allocation made – April/May Special considerations (3 rd allocations) – June onward

Country budget allocations are determined using the following criteria: 1)Coordination Officer (NOC/L3 level) 2)UNDAF Rollout 3)Expenditure rate of previous year 4)Work plan quality 5)# of Non-Resident Agencies 6)Multi-country coverage - Criteria will be reviewed in 2009 for 2010 onwards

Coordination funds can be used to support staff capacity and basic operating expenses.

Coordination funds can NOT be used for: SG or senior officials visits RC or UNCT travel (except for coordination purposes – e.g. UNCT retreats) Rent, premises maintenance, security plans

Coordination funds can NOT be used for: Equipment over $15k per year Hospitality Local surveys (DSA-, salary-, etc.)

Useful Points on Coordination Funds Unused funds in a given year cannot be carried over into the year after UNDPs financial rules and regulations apply Expenditure rate is a criteria for future allocations Allocations come in form of Authorized Spending Limit (ASL) with specific fund/donor

Useful Points on Coordination Funds ASLs applied to local Atlas projects (using same fund/donor) Monitoring of expenditure & of correct use of fund/donor is important No financial reporting to DOCO required
