Proposed Green Schools Resource Guide n Green Schools Working Group established under COSBO’s E&E Committee n Goal u to create a practical resource for planning and building green… u To create a tool for boards with general information and extensive research 5

Memo 2008: B9 Annual Water Sampling for Lead n Sampling between June 15th and August 15th n On-line information resources created to support process n Unique Drinking Water Information System (DWIS) number created for each school so data can be uploaded directly to Ministry of Environment database 6

Memo 2008: SB18 Energy Conservation Initiative n Broad based program including energy procurement, consumption, conservation n Goals: u Identify & promote best practices to reduce overall energy consumption – in operations and maintenance u Promote principles of energy management to sector u Work with individual boards to create conservation strategy n As initiative develops, series of specific projects to be rolled out to sector 7

Memo 2009: SB9 Ontario’s Cosmetic Pesticides Ban u Effective Earth Day, April 22, 2009 u Prohibits sale and use of pesticides for cosmetic use on lawns, gardens, parks, school yards u Does not preclude use of certain pesticides to protect student health or safety on school yard u See Ministry of Environment website: www.ontario.ca/pesticideban 11

Memo 2009: B5 Energy Efficient Schools Funding n Two-year allocation, with goal: n Improve energy efficiency of Ontario schools n Intended to: u Create environmentally friendly learning spaces u Reduce energy use u Reduce greenhouse gas emissions n Facilitate creation of energy consumption database: electricity and natural gas 13

Memo 2009: B5 Energy Efficient Schools Funding n Four components: u 1: Operational Efficiency - Operating – energy audits and energy controllers u 2: Operational Efficiency – Small Equipment – T8 ballasts, LED u 3: Renewal of Major Building Components – boilers, windows, HVAC systems (tied to ReCAPP) u 4: Renovations and Retrofits of Existing Schools – Ministry-held for consolidations with energy saving 14

Memo 2009: SB27 Energy Conservation Initiative Incentive Programs Advisor Utility Consumption Database n Incentive Programs Advisor: u MoE and OPA supporting creation of Incentives Programs Advisor position for education sector u Liaise with plant officials on appropriate incentive programs u Track applications, funding, evaluate effectiveness u Document best practices u Identify barriers and develop strategies to maximize participation 16

Memo 2009: SB31 Renewable Energy Funding For Schools n Provides opportunity and application process for boards to install renewable energy technologies n With government prequalified renewable energy technology companies n Based on business case proposals u Solar photovoltaic u Solar water heating u Solar air heating u Geothermal u Micro or small wind 19

Memo 2009: SB45 Approved Green Schools Pilots u Joint initiative between Ministries of Education and Research & Innovation u Notification that 46 boards expressed interest in 52 projects totalling $36 M, and that u Boards invested significant amount of time developing proposals u Of the 25 projects involving 40 boards, approximately $22.5M has been approved u Avon Maitland not successful 20

Memo 2010: SB1 Safe Drinking Water Act: Amendments to O. Reg 243/07 n Amended Regulation: n 3 key areas of change u Flushing Reduction F From daily to weekly if 2 years’ data > 10mg/l u Flushing with Automatic devices F Records of checks at least once per month u Frequency reductions – sampling & testing for lead F Period extended from May 1 to October 31 21

Memo 2020: SB2 Capital Updates u Update on various capital initiatives u Including Energy Efficiency and Renewal Energy Program ‘cautions’: F Boards will not receive their 2010-11 allocation of 2009: B5 Memo energy funds unless reporting on use of 2009-10 allocation completed by prescribed dates 22

Green Schools Resource Guide n Green school strategies which are proven, practical, reliable, cost-effective and beneficial to the environment n Ministry will use the document to support green initiatives at the school board level n Distribution: MoE website, CEO/CFO conference, OASBO Finance Workshop, COSBO, OMC… 24
