7 Findings – Manual Safety Management Manual SMM has been drafted Only covering Operations (not including Technical Services) Not separated into regulation and service provision Mainly service provision – only little regulation

8 Findings – Safety Levels Acceptable Levels of Safety have been defined Well below actual levels achieved Formal and informal reporting systems in place However, the lack of feedback has had a negative impact on the reporting culture

9 Findings – Implementation Plan Implementation Plan No formal implementation plan exists Responsibilities have not been defined Safety Managers have been appointed for the major airports Possible structure of Safety Organisation developed during first visit Safety Assessment not introduced as standard procedure

10 Recommendations Regulatory Framework for SMS Define responsibilities of directorates involved Separation of regulator and service provider – at least at the functional level Legal framework – authority of the regulator For the introduction of SMS Amendment procedures Safety Oversight Cooperation between Ops, Tech and other relevant directorates – and Aircraft Operators The regulations should be harmonized Safety Regulatory Unit to develop framework Resources – Financing of regulator

11 Recommendations Acceptable Levels of Safety Figures to reflect the actual operational level Define Severity Classification Scheme Define Contributing Factors Reporting System Operational staff not motivated to report due to lack of feedback Experience indicates that many incidents are not reported Define channels and means of reporting

12 Recommendations SMS Implementation Plan Safety Policy Responsibilities and Accountabilities Safety Organisation Define appropriate structure Characteristics of the safety personnel Define training programme Begin conducting Safety Assessment Focus on Safety Culture – utilize the positive attitude Safety Management Manual – the documentation of the system
