PLACE addresses the need for rapidly available information to target and monitor local AIDS prevention efforts strategically. PLACE Objective: To monitor and improve AIDS prevention program coverage in areas where HIV transmission is most likely to occur

3 3 PLACE Haiti and M&E of GBV - Ilene Speizer, 11/8/07 Underlying Approach Identify locations where persons at high risk of HIV congregate Epidemiologic data consistently show geographic clustering of HIV Prevention should focus on areas where HIV incidence is high. These are called priority prevention areas (PPAs)

Step 3 - Site verification – information on users, times, activities; GPS coordinates Step 4 – 960 interviews with individuals socializing at 40 clusters (venues) Step 5 - Dissemination – program planning

13 13 PLACE Haiti and M&E of GBV - Ilene Speizer, 11/8/07 PLACE Is Not Perfect for Measuring Violence but… Advantage over population-based survey Targets high risk sites where high-risk partnerships take place – for measurement and for interventions Can ask about violence within high-risk partnerships Goes beyond just IPV Disadvantages – not representative of entire population In youth sample, able to ask about first sex experience Need to strategize on how to better capture gender issues including: Sexual violence; power differentials in high-risk partnerships; the interaction between transactions, ages, and violence on risk taking Need to include violence in more PLACE studies to get more evidence!

15 15 PLACE Haiti and M&E of GBV - Ilene Speizer, 11/8/07 Training Curriculum on M&E of GBV Developed to address a need identified by the IGWG and the IGWG Trainers Group One of a series of modules (other modules include CME, HIV/AIDS and Youth) Intended to be used as companion to the core IGWG Gender Training Module on GBV Not yet pilot tested (tentatively planned for 2008)

16 16 PLACE Haiti and M&E of GBV - Ilene Speizer, 11/8/07 Format & Implementation One-day workshop - about 6.5 hours Could be stand alone if audience has already received GBV training or are GBV experts Condensed version of an M&E fundamentals course Intended to be led by IGWG Trainers or MEASURE Evaluation staff (future potential for TOT to external trainers)

19 19 PLACE Haiti and M&E of GBV - Ilene Speizer, 11/8/07 Learning Objectives By the end of the training program, participants will be able to: Develop key elements of monitoring and evaluation plans for gender-based violence (GBV) prevention and mitigation programs Develop indicators that measure key GBV outputs and outcomes and recognize their strengths and limitations Understand M&E challenges of GBV programs
