2 RMP and Small Dredgers RMP intended to give small dredgers a break on fees LTMS will significantly reduce in-bay disposal Hamilton ATF is key to LTMS success BUT Hamilton may result in mainly small dredgers disposing in-bay Thus, under current fee structure small dredgers could pay most non-Corps RMP fees
