Reminder of the problem Emergency Call is connected to PSAP Distressed caller hangs up before giving all information to call taker Desired behavior is that device alerts. If user responds, immediate reconnection to call taker Call taker disconnect always succeeds

The controversy Derives from the fact that disconnect by caller is not always wrong – Call center may be busy (call answered at IVR) – Caller may react faster than the call taker This means (to the PSAP community) that the call taker must control the feature – Which implies signaling at call time Others believe this is a device UI feature

Other related issues We have decades of experience with this feature. Where it is deployed, they dont want to lose it – The fears of this causing more problems then it solves is not born out by experience, and there is no evidence that the Internet changes the fundamentals Immediate reconnect may imply things some networks dont like – Do the media channels get disconnected and then reconnected, or are they held up? The mechanism cannot brick the phone: the user has to be able to force disconnect Abandoned Call where the disconnect occurs before the call is answered is a separate issue

Where are we Draft has gone through several rewrites in an attempt to address concerns Current draft does not describe mechanisms, only user experiences Draft is not been acceptable to the do it on the UI crowd The signal PSAP controlled disconnect crowd needs solutions Opponents have demanded more rewrites & promised alternative text, which has not happened

What to do There is a constituency for the solution There is a draft with requirements There is vocal opposition, but no text from that opposition The draft should become a work group item, and the chairs should appoint an editor
