Three separable problems: –#1: access to network resources to place emergency calls same problem existed for coin phones ~10 years ago –#2: no traceable identity at PSAP –#3: using ISP as identity provider (L3 identity -> SIP identity) NENA and 3GPP want to eliminate –hoaxes, crank calls Non-initialized devices Unauthenticated access Unauthorized calls

March 2008IETF 71 (Philadelphia) - ECRIT3 Alternative: Many of the PSTN unauthenticated calls due to tying call charging and authentication –may want to solve Can imagine systems that provide authentication (identity) without ability to place normal calls –by (former) provider –emergency-only provider (including governments or NGOs)
