1 Industry Audit Programme Update  The concept is an external audit of manufacturing practice  AsureQuality is the external auditor Has national coverage Experience Credibility  NZFMA has funded development process costs  Audits on site will be company cost

2 The Scheme  To be known as “Feed Safe NZ”  Will be published on the NZFMA website  The website will set out the criteria and audit information  The website will also set out the Scheme Rules

3 Audit Programme  This will cover feed manufacture (including blenders)  Looks at facilities, processing, feed ingredients and storage  Designed to meet the Minimum Standards specified in the NZFMA Code of Practice.  It does NOT replace legislation and must be followed in conjunction with current legislation

4 Objectives 1. Set up and operate a feed mill to produce safe, uncontaminated feed, of the appropriate specifications under safe working conditions 2. Devise and operate an effective Quality Assurance System, with appropriate Recording and Traceability, to ensure any errors can be rapidly identified and rectified.

5 Key Steps 1. Identify hazards and risks (A hazard is the potential to cause harm; and risk is the likelihood of harm as a result of one’s actions) 2. Identifying actions required to ensure processes and procedures are in place, being acted upon and monitored 3. Actions undertaken to correct failures and defects, and record whether implemented and working.

6 Key Steps Continued 4. During the audit assessment process an auditor will consider the actions taken to meet compliance to Guideline Requirements 5. Auditors will identify any hazards or assess any risk to staff or to animals 6. Where a failure is identified, the outcome would be given one of the following outcomes: Pass Minor Major Critical

7 Outcomes  Pass Code met or exceeded  Minor 12 months to rectify and checked at next audit  Major 30 days to rectify. Rechecked by Auditor  Critical Rectified immediately (within 24 hours). If not rectified certification revoked immediately. Rechecked by Auditor.

8 Criteria  Assessment Criteria are based on the Code  Examples of criteria are: mill design; cleaning; storage of finished feeds & feed ingredients; pest/vermin control.  An example …..

General building and grounds: Requirements of CodeGuideline Information b) Is the design of the premises, facilities and equipment appropriate for feed ingredients, finished feeds and production systems to be carried out? Objective Select unpolluted free draining site that is not prone to flooding, which is large enough to allow separation of mill, ingredients and finished products to avoid cross contamination. Considerations: Site must be large enough to accommodate all functions and activities of the mill. Height restrictions, proximity of buildings to boundaries, power, sewage, other essential services, access, smell, proximity to residential areas, local regulations etc. Recommended use of a log book to be completed by visitors on arrival to mill. Contamination and cross-contamination through weather and/or bird access shall be minimised (biosecurity). Pass : Excellent mill layout and surrounding environment minor : Unsealed area with rubbish not contained Major : Due to size of building finished product - unprotected outside for a period of time Critical: Broken / missing roof panels not weather proof or open effluent drain next to building

10 Scheme Rules 1. NZFMA Board overall responsibility for designing, development, implementation and management of the Assurance Programme. 2. Management and Monitoring of the programme responsibility of the AsureQuality Programme Manager 3. Auditors must have met all AsureQuality auditor requirements.

11 Complaints & Appeals Process Suspension and Withdrawals from industry Audit conducted annually To be a member of Assurance Programme MUST be a current NZFMA member

12 Access to Audit Information 1. Web access via AsureQuality Web Portal 2. Manufacturers – access to their own information 3. NZFMA access to all audit programme data 4. Confidentially is critical
