3 Early Intervention - Measuring Impact and holding local agencies to account. CAF/FCAF structured audit 4 x randomly selected active CAF and Family CAF cases. 4 x themed selection e.g. disengaged, reassessed due to drift, needs met. TAF structured audit Evaluator attends TAF for the same case they audited (assessment/plan) above. Incorporates the views of child/ren and parents CAF Effectiveness audit 6 months after the TAF observation, review of early help impact for child/family. Includes speaking to the current professionals supporting the child/family, checks against Police and Social Care records. Early Help focus - Quality Assurance activity NB: All of the audits all compliant with Ofsted Inspection criteria.

4 Step Up Case Reviews All cases that had an active CAF prior to a child being put onto a CIN or CP Plan, have a Step Up case review undertaken. The CAF record is mapped against the Social Care record to fully review the child’s journey and learn lessons from the intervention. This is feed back to the lead professional and manager, if appropriate. Multi Agency Audits Themed case reviews across all partners involved in a sample of cases that resulted in Social Care intervention. Participation in multi agency case audits with a focus on any early intervention support provided through CAF or Family CAF. MARF data audits Dip sample of cases that were referred to MASH without evidence of early intervention (CAF/FCAF), where the referrer was directed to initiate a CAF/FCAF. Cross referenced against eCAF database for evidence of CAF follow up. Data presented to the Early Help Committee and escalated to the main LSCB where appropriate. Prevention focus: Quality Assurance and Audit activity NB: All of the audits all compliant with Ofsted Inspection criteria.

5 Step Down Analysis A review of cases that have Stepped Down from a range of Social Care teams; Assessment and Referral, Child in Need, Care Management and Disabled Children’s Team. Analysis of journey for the child and family, intervention in place at point of step down and the impact it had when supported at Tier 2. Early Intervention evidence Quarterly sample of cases across selected agencies, where CAF or Family CAF wasn’t used to support a child or family where multi agency input was in place. What impact the approach and tools used by professionals involved, have on the child and family. Child’s voice MASH to MAP S47 analysis Themed areas for evaluation from for process perspective and impact perspective; both professional and child/family orientated. Impact evaluation – Themed evaluation and analysis NB: Quarterly reports across all areas [Early Help/Prevention/Impact evaluation] are submitted to the Early Help Committee for partner challenge as well as the main LSCB.
