3 Objective  To use one methodology and standard registration form for the entire Darfur Region, refined and coordinated amongst partner agencies.  To support inter-agency assistance efforts and to improve the efficiency of the emergency response to the crisis of internal displacement in Darfur by providing a comprehensive and statistically reliable count and profile of displaced populations in Darfur as a basis for the identification of populations displaced from their homes or places of habitual.  To provide information/tools for use in planning for return and recovery and the facility to implement return movement tracking and de-/re-registration.

4 Methodology Background – Pilot Registration  Following a request by the Humanitarian Coordinator in August 2004, and in consultation with UN agencies and NGOs, IOM initiated a pilot registration of IDPs in El Geneina, West Darfur during the months of September and October 2004  The resulting methodology from the pilot phase provided the framework for a larger IDP registration in Darfur. Drawn from the lessons learned in that exercise as well as inputs from agencies conducting registration activities and humanitarian relief operations in Darfur.  Implementation of the new methodology was supported by more detailed operational procedures for both registration and data management activities.  The standard Darfur Registration form, refined during the pilot phase, and later discussed in the month of November 2004 with UN agencies and humanitarian relief organizations, allows more information of assisted population.

5 Methodology  The focus of the registration is to be household units, inclusive of family and biographic data for all individual members.  The Registration Phases contemplated different levels of verification and quality control of the data.  Registration is done on “Cluster” concept: sites in close proximity are registered simultaneously given a more reliable count of individual and avoiding double registration.  The Initial Count of individuals provided the basis for humanitarian assistance to start and continued, while the following steps of collecting more detailed socio-economical data would not affect assisting the area.  The Phases of the Registration and the Database System were designed to guarantee a continuous updating of the information of the Region, with capacity of monitoring/tracking and deregistration of households avoiding to re-register if conflicts persists or ceases.
