2 What is the Montreal process? Began with 1992 World Summit in Rio de Janeiro – suggested that countries “formulate scientifically sound criteria and guidelines for the management, conservation, and sustainable development of all types of forests”. Over 140 countries have adopted use of C&I in 9 processes The Montreal Process was launched in 1994.

4 Criteria And Indicators Provide A Unifying National Framework For public dialogue, analysis, measurements, planning and Assessments Biological diversity Productive capacity Ecosystem health Soil and Water conservation Global carbon cycles Socio-economic benefits Institutional framework

5 Application of the Montreal Process C&I We are seeing a convergence on how to inventory and report on forests. For example – The UN’s FAO is using 6 criteria (thematic areas) to format the World Report on Forests – Argentina working on first forest inventory – Australia’s first national report on forests – Four Canadian provinces have legislated use of C&I / tied to Model forest program – Over 20+ US states have use the indicators in one degree or another We discovered C&I can provide a framework for a lot more – Rangeland, Mineral & Energy, & Water Roundtables Countries agreed to C&I review process

6 1 3 4 2 Each country affirms values Countries propose revisions to C&I. TAC synthesizes recommendations Validation by users in each country. TAC refines C&I. TAC WG TAC recommends C&I to WG

7 Strategy Groups and countries are sensitive about changes All agree that the indicators can be improved The United States will be able to sell a limited number of suggestions Focus on the most important indictors Look at the indicators as sets -- emphasis, adequacy Be very clear, provide rationale If you add to the number of indicators, there will be resistance at all levels www.m pci.org

9 U.S. Domestic Activities and Time LineMontreal Process Activities Series of technical indicator review workshops to prepare U.S. for the MP TAC meetings. April 3 & 4 Criteria 4 & 5, Atlanta, Georgia April 13, 14 Criteria 5 & 6, Minneapolis, Minnesota April 21, 22 Criteria 1, 2 & 3 Portland, Oregon May 2005: Roundtable Sustainable Forest meeting to review outcomes of three workshops. August 2005: Provide list of indicators to TAC convener with rationale as to why and with suggested new wording August 2005: Project Officer collates information, TAC Convenor and members finalise Sept – Nov 2005: TAC/Expert meeting(s) to develop recommended set of revised indicators for MP WG. November 2005: US review of proposed revisions to MP C&I January 2006: Meetings to finalize the U.S. position on revised C&I to inform the U.S. delegates to the MP TAC meeting and the MP WG meeting. February 2006:Working Group considers revised suite of indicators for approval
