2 OBJECTIVES PROJECT OBJECTIVES Identify regional and national activities that: Reduce illegal forestry practices; and Increase benefits from sustainable forest management to communities and the public

4 Preparation Scope PREPARATION PHASE Consultant for each country Consultations with public/private stakeholders Workshops in each country Identify regional, national activities & partners Collect laws, data and information on projects

5 Project Scope Project Strategy Focus on action, not just sharing knowledge Implement existing laws and political commitments, not create new ones Need improved mechanisms and relationships at regional, bi-lateral and national level Harmonize with existing work plans, partners

6 Scope of Issues Protect Forest Resources –Timber –NTFP –Wildlife –Land/Natural Resources rights Maximize benefits of forest resources –National budget; revenue –Local livelihoods, poverty reduction –Environment benefit –Legitimate Private Sector

7 Links with ASEAN Project to be consistent with ASEAN: Work Plan to Strengthen FLEG 2008-2015 Harmonize with ASEAN processes (ASOF/Customs/Transnational Crimes) Support bi-lateral agreements and intra-agency enforcement committees of member states

8 Potential Activities Types of Activities aim to : Reduce illegal practices and cross-border trade by: PREVENTION (education, awareness, knowledge) DETECTION (monitor, tracking, inspection) SUPPRESSION (info systems, enforcement) RECOVERY (confiscation, money laundering)

9 Potential Activities Types of Activities may include: Legal framework, training and materials Tracking and enforcement Chain of custody, documentation (Lacey Act) ex. implement ASEAN guideline Innovative financing mechanisms (REDD-Plus)
