2 Overview of the WG Labelling and Ecodesign (revised Terms of Reference were approved by E n R Full Meeting on February 7, 2007) Aims: To enhance the role of its members. To provide a channel for pan-EU technical support to European organisations. Objectives: To closely follow developments of the European Commission and Parliament regarding the Energy Label, Ecodesign, the Energy Star and other labels and minimum efficiency standards in Europe. To stimulate development and implementation of labelling systems and efficiency standards in order to contribute to resource savings, security of supply and greenhouse gas emission mitigation. Participating E n R members: ADEME, ARCE, Austrian Energy Agency, DEA, Defra 1 dena, ENEA, EST (secretariat), IDAE, KAPE, SenterNovem (chair), SEI, SEVEn 1, STEM. 1 not an E n R member

3 Activities July-December 2008 Special Topic Meeting on 6 October 2008 In depth discussion on the relation between labelling, ecodesign and the Action Plan on Sustainable Consumption and Production and Sustainable Industry Policy. Meeting 7 October 2008; main topics: –Information exchange on Ecodesign studies and implementing measures (emphasis on lighting, water heaters and televisions). –Revision of labelling framework directive: revision of the label lay-out. –Energy Star: revision of specifications (monitors, computers, servers). Following a discussion on the revision of the energy label lay-out: –serveral working group members joined in setting up a new proposal for the lay-out of the energy label that could get a qualified majority, –including consumer research in several Member States (UK, NL, SE, F, PL) on various proposals for the new lay-out. –Clear outcome of the research:consumers prefer to keep the current A-G system.

4 Plans January – June 2009 Special Topic Meeting on 23 April 2009 on issues regarding national “implementation” of ecodesign and labelling measures. Meeting 24 April 2008; main topics: –Information exchange on Ecodesign studies and implementing measures, with special attention for the new studies. –Revision of labelling framework directive. –Compliance. Sweden (STEM) will take over the chair of the WG Liaise with proposed IEA 4E Implementing Agreement, especially regarding the Mapping&Benchmarking Annex (which will be established. The labelling and ecodesign instruments matrix can be used as EU input for this Annex.
