Executive Order 90 S. 1986 Identified the government agencies essential for the National Shelter Program (NSP) & defining that mandates for lending purposes, home mortgages & buyers protection. Created the Housing & Urban Development Council composed of Key Shelter Agencies (KSA) which are responsible in urban & housing development. Home Guaranty Corporation National Housing Authority National Home Mortgage Financing Corporation Home Mutual Development Fund Housing and Land Use Regulatory Board Directly under the supervision of the Office of the President

FUNCTIONS OF HUDCC 1. To formulate national objective for housing and urban development. 2. To determine the participation & coordinate the activities of the KSA in the NSP. 3. To assist in the maximum participation of the private sector in the delivery of housing & urban development 4. To recommend new legislation; amendments to executing laws necessary for the attainment of government’s NSP. 5. To implement the National Urban Development via the following: Resettlement Program Medium-Rise Public & Private Housing Coordinating Mortgage Program Local Housing The National Urban Development & Housing Framework Plan refers to the comprehensive plan for urban & urbanizable lands consisting of housing, infra, social programs

Formulate, update and revise guidelines, standards, rules and regulations on land use/zoning and subdivision/condominium development. HLURB Update and disseminate the National Urban Development & Housing Framework

HLURB LAND USE PLANNING
Provide technical assistance in the formulation of CLUPs to provinces, cities and municipalities. HLURB Review and rectify land use plans of provinces, highly urbanized cities and Metro Manila areas.

A. Policy Development Update, amend, formulate standards and guidelines on land use planning, real estate development and homeowner’s associations (HOAs) for formulation, update or amendment. B. Comprehensive Land Use Planning Provide technical assistance to 153 local government units (LGUs) in the preparation/update of their Comprehensive Land Use Plan (CLUP). There are three hundred (300) CLUPs for formulation/updating As of June 2003, there are about five hundred (500) CLUP in various approval stages. HLURB assist LGUs in the review and approval of the plans to ensure adoption of the same by the respective LGUs and final approval/ratification by the respective Sangguniang Panlalawigan (SP) or the HLURB).

Regulation of Housing and Real Estate Development Issuance of permits, clearances, licenses and certificates, monitoring/investigation of real estate projects and, regulations of homeowner’s associations. Issuance of 2,000 permits to sell for subdivision and condominium projects covering 120,000 units Conduct of 17,000 field or non-field investigation of development project Monitoring /supervision of 3,000 HOA D. Adjudication and Resolution of Cases and Complaints 1370 cases are targeted for adjudication and 480 for resolution of appealed cases.

HGC GUARANTY ENROLLMENTS
For 2002, HGC guaranteed a total of 28,651 units amounting to P B or 99% of its target of 29,077 units for the same year Of the total accomplishment, 11,958 units with a value of P1.945 B or 42% are socialized housing; 16,161 units with a value of P8.250 B or 56% are low-cost housing; and 532 units with a a value of P1.615 B or 2% are Medium and Open Housing

LICENSES TO SELL ISSUED BY HLURB
For 2002, HLURB has issued 113,452 Licenses to Sell to developers. This is 14.0 percent higher than the 97,437 licenses to sell in 2001.

A. Making Housing Market more Efficient
STRATEGIES ACCOMPLISHMENT/STATUS Revised IRRs of BP 220 (Economic and Socialized Housing Project) and PD 957 (Subdivision and Condominium Buyer’s Protective Decree) in 2002 1. Development of appropriate housing and subdivision standards that ensure safety and welfare of households and are easier to enforce. Amended guidelines on receipt, processing and approval of application for condominium projects and certification of registration and licenses to sell for subdivision and licenses to sell for subdivision and condominium projects pursuant to the directive of Pres. Arroyo thru EO 45 S.2001

STRATEGIES ACCOMPLISHMENT/STATUS Continued accreditation of innovative technologies. As of 2002, a total of 17 innovative technologies and materials, and 48 models were accredited to bring down the cost of housing 2. Promotion and development of new housing technologies that can provide quality housing at the least cost.

STRATEGIES ACCOMPLISHMENT/STATUS Shortened the days of acquiring permits like license to sell, environmental compliance certificate and building permit 3. Cut by at least half the number of days, processes and requirements for loan applications and housing permits. Reduced the processing time for loan application from 30 to 15 days and even to 5 days. More housing loans for the low cost housing beneficiaries were granted

B. Creating a Sustainable Housing Finance System
STRATEGIES ACCOMPLISHMENT/STATUS A total of P7.0 B in face value amounts of HGC Zero Coupon Bonds from the capital market was raised. The proceeds were used to settle unpaid calls and service interest payments of the debenture bonds. 1. Generation of long-term funds for the housing sector through adoption of innovative financial schemes. HDMF floated P2.0 B worth bonds to increase funds for housing, which to date generated over P582 M.

STRATEGIES ACCOMPLISHMENT/STATUS Used housing bonds to purchase acquired properties of banks/ financial institutions (at a discount). Banks shall provide the developer with credit facilities to be used as working capital and payment for the construction of residential units. Developer shall mortgage the property (and improvements) in favor of the bank to secure the credit facilities 1. Generation of long-term funds for the housing sector through adoption of innovative financial schemes.

STRATEGIES ACCOMPLISHMENT/STATUS Undertake a comprehensive in-city or near city relocation program for informal settler areas 1. Prioritization of assistance to those who are in danger areas (river banks, esteros and other flood prone areas), those in the right-of-way of government infrastructure project, and those in threat of demolition Government identified and disposed public lands for relocation of informal settlers and for building MRBs. e.g.the 50 has. land for prison, government owned golf courses and idle lands are now converted to housing project

Making housing loans accessible at affordable rates for the formal sector or those who are employed and are members of the pension funds Socialized Housing - P 225,000 and below Low Cost Level P225,000 to P500,000 Level P500,000 to 2.0 M Reduced interest rates for the Pag-IBIG retail lending program as follows: Up to P150, % from 9% Over P150,000 to 225, % Over P225,000 to P500, % from 12% Over P500,00 to P2.0 M %Market Rate

E. Strengthening the Shelter Delivery System & Accelerating the Localization of Housing & Development Effort STRATEGIES ACCOMPLISHMENT/STATUS As of December 2002, HLURB already provided technical assistance to 1,274 LGUs. To date, a total of 71 LGUs have approved CLUPs, 423 LGUs with updated CLUPs and 780 LGUs with CLUPs for updating 1. Provide technical assistance to LGUs in preparing and updating their CLUPs Of the remaining 354 LGUs without approved CLUPs, 331 LGUs are already in the process of preparing/updating their CLUPs while only 3 LGUs have not yet started the preparation of their CLUPs
