5 History of ASAs ORS senior leader visited organization doing great job at performance measurement and management u We can do this! u Fits well with implementation to activity-based costing/management approach u Started with the Service Area Reviews (SARs) SARs transitioned into ASAs in 2001 u Used New Business Model as framework to organize ORS products/services u 41 discrete services chosen for 2001 u Results presented at Performance Management Conference October 31, 2001 u Lessons learned provided input for 2002 implementation

6 ASA Purpose Implement culture in ORS that manages and improves through the use of performance data u Gauge extent to which ORS is delivering what customers want and need u Use data to make process improvements u Plan how to invest in people and tools to be innovative and competitive u Understand reasons for change in costs and funding needs u Make funding allocation decisions based on data-based business case

7 Why Use the ASA Approach? ASAs serve as the vehicle to implement performance measurement throughout ORS u Need to develop people’s skills u Need to fine-tune IT systems for data collection u Need to develop methods for ORS-wide data collection and analysis where appropriate Longer-term goal u Performance measures will be deployed throughout ORS and be used as part of daily business operations u Measurement will form the basis for managing for present and the future
