The following briefing was prepared by the staff officers of the Secretariat for Department of the Army Officer Selection Boards. S ELECTION BOARD

OVERVIEW Our Mission Conduct all centralized active component officer selection boards Provide administrative and technical support to DA Selection Boards Coordinate membership for DA Selection Boards Our primary mission is to conduct all active component OFFICER selection boards. Enlisted, reserve and national guard boards are conducted elsewhere. We provide board support comprised of active duty U.S. Army commissioned officers who are senior in their respective ranks. We also employ various civilian support personnel ranging from GS4s to GS11s. These personnel provide the critical administrative and technical support required to operate our selection boards. Another important mission we undertake is the coordination of DA selection board membership.

It serves as that particular board’s “operations order” and contains specific guidance from the convening authority (usually the Secretary or Chief of Staff of the Army). The most important guidance contained in the MOI is the minimum and maximum selection capability and guidance pertaining to any special skill requirements to meet the needs of the Army (Best Qualified boards). This information changes significantly between boards. This slide lists typical information found in the MOI.

5 or more active duty members Senior to officers being considered Reserve officer representation Joint representation Cannot sit 2 consecutive boards Army Policy Requires: Branch representation Ethnic and female representation LTC (O5) or above 50% O5/O6 CSL Commander Both officer and enlisted board membership selection is coordinated by the DA Secretariat. This slide depicts minimum board member requirements for officer selection boards as dictated by law and Army policy. The bottom line with board membership is that membership is designed to reflect the population of officers being considered for selection.

8 BOARD OPS Board Room Procedures and Security
No personal knowledge allowed* All board members & a recorder must be present for board discussions, deliberations and decisions No informal office visits (to include career managers) Throughout the board process, the DA Secretariat constantly stresses board room security and maintaining the sanctity of the board process. The Oath. All personnel must take the following oath or affirmation prior to sitting as a member, recorder or in an administrative support capacity: " I , ______________________, I do solemnly swear (or affirm) that I will, without prejudice or partiality, and having in view both the special fitness of officers and the efficiency of the Army, perform the duties imposed upon me, and that I will not divulge the proceedings or results thereof pertaining to the selection or non-selection of individual officers except to proper authority.“ If at any time a board member violates this oath, then he or she may be relieved of their duties by the convening authority. Violations of this oath after the board’s recessed can result in strict UCMJ admonishment. Personal knowledge (PK) is defined as a board member’s first hand knowledge of an officer competing for selection. Unless stated in the MOI, board members will NOT share PK with fellow board members, nor can it be adopted as a board criteria for voting. Board members can only apply it to their own voting criteria. For a majority of our boards, PK is NOT authorized*. *PK is typically authorized for General Officer boards (BG, MG, etc.) and Special Mission Unit Command boards. When PK is authorized, the DA Secretariat implements it in a formal and controlled manner. Only first hand PK is allowed. Prohibited from these PK discussions are hearsay, the opinion of non board members and spouse information. Once board members are sworn in, they will spend a majority of their time within the DA Secretariat during the duty day ( ). They are prohibited from making office calls with agencies throughout HRC until after recess and cannot reveal their membership on a board until the results have been publicly released. BOARD OPS (AR ) Fully Qualified Best Qualified “… qualified professionally and morally to perform the duties expected of an officer in the next higher grade.” (SELCON) 100% Select Rate Capability Fully qualified officers who “meet specific branch, functional area or skill requirements”… to meet the Needs of the Army. (Command & most promotion boards) Numerical Constraints The DA Secretariat conducts two types of selection boards: Fully and Best qualified. Fully qualified boards have NO numerical constraints on officers to select. These boards have the capacity to select every eligible officer if a majority of the board finds them “Fully Qualified” for selection. Fully Qualified officers are those whose demonstrated potential unequivocally warrants their selection. Best qualified boards, however, have minimum and maximum numerical constraints and requirements to select a certain number of officers with special skills (MOS, branch, etc.) to meet the needs of the Army. A majority of the boards we conduct are “best qualified” boards. 27

They are intended to provide officers of exceptional ability an opportunity to advance quickly to more responsible positions, help retain high quality officers, and give officers an incentive to perform at their highest level.

PHASE II Identify Potential BZ Selects DA MEMO 600-2 The Army must identify its best officers and promote them earlier to afford them sufficient remaining service to be available as our senior leaders. Officers selected from BZ replace those who otherwise would be promoted from in and above the promotion zone; therefore, they must be clearly superior to those who would otherwise be promoted.
