2 The Problem Unstable health insurance affects access to care; use of services, especially preventive care; and out-of- pocket spending Burden disproportionately falls on low- income families, young adults, and minorities Health plans, state programs, and providers incur costs of re-enrollment, unpaid bills, and less effective care due to disruptions

3 Questions to be answered by this panel How has the churning problem changed since earlier studies? Who is effected? What are the costs to plans, state programs, and families when children in public programs churn? What have leading states done to reduce churning?
