3 Local Area Needs Assessment Identify local contact points for the implementation of the local entrepreneurship measures Identify the maturity level of the local area and the aspects needed to support enterprise Map local regional needs according to maturity level and political involvement and commitment Use best practices in developing policies from EU as well as searching non-EU models to innovate in developing new local models and applications

6 Discovery Research Discovery research July, 2005 entrepreneurship promotion entities – discovered that there were 304 across Portugal ~100 validated via a promotion entities survey; 22% were higher education institutions (HEIs) 0% were entities teaching at primary or secondary level school programs Example: Portugal Local Area Research
