Regionalization n District 12 is a huge, heterogeneous area with high potential n Was a region within an even bigger district u Which is now D14 India + Asia / Pacific n One DVP cannot efficently cover all this area u Time, limited budget n Regions are future districts n Region chair can have a specific travel expenses budget ($3000 according MOP)
