Call to Order The Public Hearing for the Long term borrowing in the amount of $99,750 for water system improvements is called to order.

Purpose of this public hearing The purpose of this public hearing is to see if the District will vote to raise and appropriate the sum of $ 99,750 for water system improvements To listen to your input.

Background: A major concern of the district are our aging water system tanks This has been discussed since the creation of the master plan in 2005. Our tanks continue to age are beyond replacing age. Relining of the tanks is the most economical option for the district and would cost on the order of $90,000.00 to reline all of our tanks.

Research Water Storage Tanks Life Expectancy – 60 years* or more *Source: California State Controller’s Office Division of Local Government Affairs, 1979, “Suggested VDOE water tanks are over 50 years old Useful Lives of Depreciated Assets” Steel Corrodes – and Mild Corrosion at 10 mils (0.01 inch)/year will perforate a 1⁄4-inch-thick shell plate in 25 years. Coating Systems – Useful Life: Epoxy Interior Coatings – 15 years± Polyurethane Exterior Coatings – 20 years± Expect 4 or 5 interior re-coatings in life of steel tanks – cost and out-of- service periods

Financial Details SRF Fund would cost the water system $15,000 each year for 10 years. That would cost each water system user $32.82 a year.
