Okanogan Sub-basin Water Strategy and Pilot Projects (Proposal No. 29032) Sponsored by: The Colville Confederated Tribes Presented by: Bob Anderson Golder Associates, Inc.
2
Project Overview Identifies, formulates and implements reasonable and feasible water strategies at the local level through: Stakeholder involvement Baseline water audit information Pilot project applications Increases in-stream flow within selected tributaries of the Okanogan basin through: Water conservation Purchase, lease, transfer of water rights Voluntary Water Market Compensatory Mitigation Bank
3
Key Limiting Factors Low instream flow Elevated water temperature Project Need The Okanogan Subbasin Summary identifies the need to re-establish stream flows to recover and maintain fish populations and habitat
4
Relationship to Other Projects Increased streamflows support an integrated set of salmon production and habitat projects being proposed by CCT and others Phase I Okanogan Spring Chinook Production Local Okanogan Steelhead Broodstock Local Okanogan River Summer/Fall Chinook Monitoring and Evaluation of Okanogan Production Programs Okanogan Kelt Reconditioning
5
BPA shall, in coordination with NMFS, experiment with innovative ways to increase tributary flows NMFS Biological Opinion ( Section 9.6.2.1)
6
Project Goals Encourage collaborative local solutions and partnerships Landowners, State, County, Tribes Provide tools and expertise In-stream needs & issues Water rights Market-based approaches

Water conservation Purchase, lease, transfer of water rights Voluntary Water Market Use of 1872 Treaty Rights Compensatory Mitigation Bank Types of water strategies being considered
9
Project Objectives A Two-Phased Approach Phase 1 : Initiate Pilot Program ($192,000) Phase 2 : Administer/Oversee Program 2004 : Develop Strategies ($180,000) 2005 : Develop Action Plans ($350,000) 2006 : Begin Implementation ($400,000)
10
Phase 1 Objectives (FY 2003) Hire Coordinator Complete water rights audit Complete water use audit Conduct preliminary stakeholder workshops Select sub-basin pilot projects
11
Phase 1: Major Tasks Develop & analyze water rights/water use database Sub-basin aggregates Develop criteria for pilot project selection Available water volume & in-stream need Technical & organizational opportunity Preliminary stakeholder workshop Outline strategy elements and options Determine participation interest Select pilot tributaries
12
Phase 2 (FY 2004, 2005) Engage stakeholders Develop communication & facilitation capacity Develop water strategies for pilot tributaries Develop implementation strategies
13
Phase 2: Major Tasks (FY2004) Establish a multi-stakeholder forum for each pilot tributary Central Puget Sound model Develop communication tools Website, database Refine and detail water strategies Water conservation Purchase, lease, transfer Voluntary water market Compensatory mitigation bank Begin implementation
