5 Group on Earth bservations Group on Earth bservations SGUR GEO-2 Baveno (I) 27-28 November 2003 5 Existing Inventories (1) GCOS, IGOS-P, WMO, GOOS, WRCP analysis = sound knowledge of data requirements on current modelling and on necessary improvement on observations systems (satellite and in situ) needs at global and at regional or local scales for research and climate change communities, weather forecast (extreme events), support convention on climate IGOS- P provide also analysis on continuity and knowledge challenges for oceans, water, geohazards, carbon, coral reefs, coastal zone, atmospheric chemistry Preliminary review – to be completed with additional contributions

6 Group on Earth bservations Group on Earth bservations SGUR GEO-2 Baveno (I) 27-28 November 2003 6 Inventories (2) GMES - a joint programme of the EC and ESA = Includes analysis of users requirements (information, data, modelling) Through ad hoc inventories (e.g. BICEPS) Users directly involved in EU Projects (5th and 6th EC Framework Programmes) and ESA GMES Service Elements Programme Environment (climate change, air quality, marine environment, coastal zones, soil management, land use., inland water management) and Natural and anthropogenic hazards (forest fires, oil spills, flood, eutrophication) and Security (Food, humanitarian aid). GMES : main contribution of Europe to GEO

7 Group on Earth bservations Group on Earth bservations SGUR GEO-2 Baveno (I) 27-28 November 2003 7 Inventories (3) National Inventories (from members of the subgroup) : Others will be added Canada (e.g. specific operational need with radar: ice monitoring) France (Agriculture, forestry, tropical zones and oceans, soil protection, creation of a GEO mirror group for UR) Italy (National requirements for environmental monitoring, surveillance and risk management: fires, flood, landslides, oilspills, in connection with the COSMO-SkyMed programme) Sweden (e.g. specific request / forest management) US (e.g. human health, earthquakes, water quality, water resources, oceans and coastal zone, weather and climate, land, air quality, space weather and atmosphere).

10 Group on Earth bservations Group on Earth bservations SGUR GEO-2 Baveno (I) 27-28 November 2003 10 User Involvement mechanisms through Build on approach already used by WMO, IGOS-P, GCOS, GOOS, etc, for example the WMO process : RRR (Rolling Review of Requirements) on annual basis. involvement of standardisation organisations and certification bodies (e.g. ISO). structured and permanent dialogue between all stakeholders involved in information production and use: along the chain of production of information and between the sectors and disciplines, as proposed in GMES for ensuring that user needs are met.
