France wants to sell for $11.5 mil. b.Controversy: In order to buy, Jefferson would have to use loose interpretation of the Constitution which he does not believe in. He does it anyway.

12. 3. Embargo Act a.Background: Britain came over to America and accused the captain of the U.S. ship the U.S.S. Chesapeake of harboring British deserters. Then, they fire upon the U.S. ship, killing Americans. Many want revenge.

13. 3. Embargo Act b.Controversy: Instead of going to war, Jefferson issues the Embargo Act which cuts off all trade with European countries. c.Impact on America: It doesn’t affect Europe at all, and it cuts the average U.S. income by 50%. It is considered a major failure.
