GEO 0105-7 Science and Technical Advice Proposal 2 Background IPTT identified two ways to meet requirements for Science and Technical Advice –Creation of a semi-permanent standing committee; or –Reliance on flexible, ad hoc committees assembled for limited duration to accomplish specific tasks. IPTT recommended the latter method, and recommended that GEO create a database of suitably qualified scientific and technical experts and relevant existing scientific and technical groups.

GEO 0105-7 Science and Technical Advice Proposal 3 Ad-hoc Science & Technical Interface Workgroup GEO-6 formed an ad hoc Science and Technical Interface Workgroup to provide a specific proposal for consideration by GEO-I. In formulating its proposal, the Workgroup blended the two options presented by the IPTT, calling for a small standing panel that would provide authoritative, high-level, advice and arrange for the formation of ad hoc science and technical advisory groups as needed.

GEO 0105-7 Science and Technical Advice Proposal 4 GEO Science and Technical Advisory Panel The GEO S&T Panel will consist of six (6) persons appointed by the GEO Executive Committee from among individuals nominated by GEO Members and Participating Organizations (preferably co-nominated).

GEO 0105-7 Science and Technical Advice Proposal 5 Panel Membership Members will represent as broad a range as possible of the scientific and technical disciplines relevant to the activities of GEO and GEOSS. An appropriate balance should be achieved between technical and scientific advisors on the S&T Panel. Members of the S&T Panel will be appointed in their personal capacity.

GEO 0105-7 Science and Technical Advice Proposal 6 Access to Relevant Scientific and Technical Resources Having consulted many scientific and technical organizations participating in GEOSS, the Working Group formed the view that Through its Member States and Participating international organizations, GEOSS has easy and immediate access to extensive resources of internationally recognized expertise in practically all relevant scientific and technical areas. As GEOSS develops, needs may arise for less readily accessible expertise. In such cases, well-established survey methodologies may be used to identify the necessary expertise.
